Israel needs to quit taking out senior officials, because if there are not any senior officials to give nationwide orders to stand down/surrender, then you get the mosaic of cut off units. Each one launches whatever they can, terrorizes civilians etc. much more difficult to suppress than getting senior figure to surrender.
