Iran cannot have nuclear weapon capabilities nor can it conduct its own nuclear refinement. All nuclear involves technologies must be jointly monitored with a 3rd party counsel (i suggest Saudi Arabia) in charge of oversight into the continued prevention of Iranian nuclear proliferation. If Iran wants a nuclear power plant, let Saudi Arabia build it for them.
