That chart is being read incorrectly. Those are not sealed court records processed PER MONTH, they are TOTAL sealed court records, aggregating about 5000. Look at the numbers for California and a few other states to convince yourself about that. The exact same number in consecutive months? Means NO CHANGE, not e.g. another 525.

He is posting it to draw attention to it, not necessarily to endorse it. Perhaps he is saying, "take another look, these are not monthly increments but rather monthly totals."

We know that the totals INCLUDE sealed indictments, each of which may cover multiple people, but also include other sealed court documents.

The authors of the chart have either made an error, or have another agenda. Your mileage may vary, but that's my conclusion. Do your own thinking, as Q suggests. Future will prove past, and we will eventually see whether the correct total is 45,000 or 5,000. I believe it's the latter.
