Then what they could do is create a micro economy for the homeless or soemthing instead of using fiat. LIke you get paid in that by the state maybe especially if homeless and you can get your essentials. The main problem many homeless have is that even though many would be eligible for things like disability or social security they need a permanent address to collect. But the general idea of paying with this vs Federal Funds and then figure out how to create a growing micro economy with it.
