April 9 (Reuters) – Russian President Vladimir Putin’s special envoy Kirill Dmitriev ​is currently in the U.S. and ‌is meeting members of U.S. President Donald Trump’s administration for discussions on a peace ​deal for Ukraine and U.S.-Russia economic ​cooperation, sources with knowledge of the visit ⁠told Reuters.

 

The visit comes before the ​U.S. decision on whether to extend ​sanctions relief on Russian oil, which expires on April 11 and could also be on the agenda.

 

The United ​States issued a 30-day waiver for countries ​to buy sanctioned Russian oil and petroleum products currently ‌stranded ⁠at sea, in what Treasury Secretary Scott Bessent described as a step to stabilize global energy markets roiled by ​Iran war.

 

The ​sanctions relief ⁠took place after a call between Trump and Putin on ​March 9 and a subsequent ​visit ⁠to the U.S. by Dmitriev to discuss the energy crisis with a U.S. delegation ⁠that ​included Trump’s special envoy ​Steve Witkoff and Trump’s son-in-law Jared Kushner. (more)

In a lesser reported part of the background,Chairman Xi Jinping summoned the Pakistani negotiators to Beijing prior to the terms of agreement with Trump. The summoning happened right after Trump said he was going to target the full force of the U.S. military against Iranian infrastructure.

 

Why does that matter to China?Belt and Road. Beijing has built a railway from China into Iranfor the transport of goods and raw materials (including energy products) out of Iran (sanctions avoidance) in exchange for shipments of weapons. If President Trump targeted the railway infrastructure, in combination with the oil shipments being hampered,¹China would be in a very bad place. Hence the summoning to get a ceasefire.

¹China in a bad place due to the middle east in crisis, means China becomes more dependent on Russia for oil, gas and ultimately fuel.Internally, Russia isn’t a big fan of their Chinese dependencies.

 

If FUBAR in Iran remained the statis, the two countries not in any crisis would be the USA and Russia, both with oil/gas and extra refining capacity. The countries/regions in biggest crisis would be China, Europe and Southeast Asia.

 

The U.S. and Russia less affected. China and the EU more affected. A significant geopolitical paradigm shift, all things considered….and it appears that Beijing saw it coming.

PEACE TALKS: Vice President JD Vance said he thought peace talks with Iran were "going to be positive" as he prepared to lead the U.S. delegation in Pakistan this weekend. Tehran has taken a hard-line public stance ahead of the negotiations, but Vance warned not to "try to play us."

 

DEATH TOLL: Iranian officials have not released a recent death toll. The U.S.-based rights group HRANA put the total number of people killed at almost 3,400, including more than 1,600 civilians. More than 1,950 people have been killed in Lebanon, and 23 people have died in Israel. Thirteen U.S. service members have been killed, and two more died of noncombat causes.

Pakistan’s ambassador to the United States, Rizwan Saeed Sheikh, said negotiating teams were either on the ground or en-route to Islamabad for the crucial weekend peace talks between the U.S. and Iran.

 

Speaking on Meet the Press NOW today,he expressed hope that the talks could serve as a one-stop eventto end the war and resolve issues between the sides.

 

Responding to President Trump’s threats to attack Iran again if a deal isn’t reached, Sheikh said,“If we get this right, I think we would not have to go anywhere else.”

 

He offered thenegotiations as a moment to answer the questionof whether Lebanon should be covered by the current cease fire. Pakistan's prime minister initially said it was, but Israel has treated it as separate from the cease fire and continued to strike Iran-backed Hezbollah militants there.

 

Sheikh said Pakistan, its government serving as mediator, would be a settingto "iron out" other disagreementsbetween warring parties.

 

He said his country will give advice — "maybe" — when it's solicited,but that it's otherwise up to the U.S. and Iran to “strike a solution.”
