Here's my suggestion, treat it like income so it is taxed at the same rate as it would be if the recipient earned it here, you could even tack on state tax, have withholding, the works. Then watch the progs squirm and tie themselves into mental knots as they try to explain why a progressive tax structure isn't fair.
