They have been somewhat shackled, because to overtly defend themselves and make moves would be to reveal too much.
As long as it isn't public yet, it benefits them to keep it that way by limiting their words and actions and concealing them.
However, that makes them easier to contain while this is going on, and while Q team ensures a complete and systematic dismantling of the old guard, with minimal collateral damage.
Meanwhile, the truth has spread, and so now the public is getting more and more informed.
The whole benefit and primary reason off them having such a measured and tacit defense, has been taken away.
Q/POTUS let them try to defend themselves one handed and thinking that would at least keep things quiet.
Except it didn't, and now the noose is around their neck.
We see them now dropping the limitations and screaming publicly about Q, but it's too late.
Soon when the FISA reveal opens the door and we start to descend step by step into that slide the people will already be primed to accept what follows.
Side by sides of original Q drops that coincide with the dramatic events unfolding will discredit the current last ditch attack, and slowly one reality will fade away and a new one takes it's place.
