This graph is slowing an accumulation at a very fixed rate. This could be accomplished by a nearly-limitless quantity of people to file indictments ON and a limited team actually doing the filing. The team can only work so fast and there is no increase or decrease in the number of members of the team so we have a steady increase like this.

If they got better as they went along there would be an uptick in numbers as time moves on but apparently they were already really really good and had no learning curve...
