I deal mostly on the civil side. Not sure what happens when federal charges coincide with state charges. On the civil side, the Eerie Doctrine comes into play. Any lawfags on the fed bar side, could shed some light.
Will say that state systems and sealed indictments are separate from PACER i.e. you won't see them if you search PACER.
