I believe there are numerous other criminal charges that could be brought, either in Federal or State courts. There may be a strategy as to how many charges to hit each defendant with. Maybe get him locked up on charges they can prove easily, and then go after other significant charges later, as evidence is adduced in other cases that will be heard by the courts.
