Secretary of the Navy John Phelan is leaving the Trump administration “effective immediately,” a spokesman for the Department of Defense said.

Hung Cao, the Under Secretary of the Navy, will lead the military branch in an acting capacity, the spokesman said.

A Virginia judge blocked the state from certifying the results of Tuesday's congressional redistricting referendum, deeming the referendum and the bill that triggered it as unconstitutional. The judge refused to stay his finding pending appeal.

 

Democrats were hoping that redistricting would give them more seats in the state legislature.
