TigerWeb does not have shape files for Judicial districts - only Legislative.
This may work I don't know - scroll down to bottom to "Just a few clicks deeper I found this… "text files will work and here is the shape file judicial_districts.shp". Shape files scanned ok. Other link for text files is dead.

FIPS_CountyName_Jdistrict.Txt – FIPS, corresponding place names, Federal judicial district codes.
