This is not true as there is things that have gone on for 6 months. It is really about the funding that is in the budget is the thing. The mil can shift things and there is some funding in the budget for emergency believe it or not.
The idea of permission is not really a thing because only Congress can declare war which redirects funding and looks for funding in a way that is more extensive then just what is set aside for an issue so to speak.
Believe or not boats making normal passes and military in areas have funding for general things they may encounter with in reason but not usually extended which is the emergency funding so to speak. It is also not possible for Congress to declare war on a country that does not exist if this is like a paramilitary organization. In this case they do get funding but it is voted on at a point and normally presented by the Congressional committees that deals with this in both the Senate and Congress.
Some are just more experienced in areas is all and can fill in the other members of legislators is all,
That is how this works is all. Small stop gaps often are used for emergency if needed is all until information can be collected and understood presented in a manner that is informative enough.
