Here’s proof that Congress specifically barred State Department appropriated funds from being used to promote “one world government” or “one world citizenship.”

Public Law 98-166, Sec. 301, Nov. 28, 1983, says none of the funds appropriated in that title may be used to pay U.S. contributions to any international organization that directly or indirectly promotes that doctrine, or to directly or indirectly promote that doctrine itself.

So this is not just a phrase that David Lester Straight made up — it appears in federal law at 97 Stat. 1095–1096.
