Regardless of the Ballroom being complete, people outside the WH will always be vulnerable to line of sight shootings without this. With it, a perpetrator would have to climb above, which creates the necessary time delay factor for security forces to address the obvious. Setting the glass back about a foot or two as opposed to adjacent, will give extra time delays margins as first a gate must be breached, and then 2 feet afterwards, the bullet proof glass wall.
