Well no shit. Nobody ever asked a farmer apparently. Farmers will farm the subsidies anytime they're out there for the taking.
It's a fact that farming is risky business, and farming subsidized crops is less risky. Any sane person would do it, only an insane government would allow it.
In my area, really productive level, irrigated, floodplain farm ground is being consumed by solar farms because the land is cheap, labor is cheap, and the subsidy beats burning a lot of diesel farming it. Sit back and collect the subsidies and hey, free electricity on top of the deal.
Getting the government out of farming and social engineering is the answer. Just say no.
