In fact, from the point of view of a fire, the forest IS fuel. So it builds and builds and the hippies and environmentalists pat each-other on the back, then boom.. a nigger with a cigarette and it all lights off. When it gets going in a 30 year old + forest in the Pacific North west you have a situation where there are big trees growing WAY close together and the underbrush is basically dead because the tree canopy closed and shaded it out in the last 10 years. So there is 10-15 feet of solid dead bone dry brush from ground to tree canopy and then bone dry trees that are suffering and dessicated because they are growing WAY too close together. The fuel loads can become biblical in this situation and when it starts burning there is no fighting it.
