Researcher Nicholas Jordan Wagter was detained under British Columbia's Mental Health Act after a psychiatrist reportedly ‘certified’ him without a direct assessment or prior notice.
A video of a man being detained in Vancouver by police and a CAR 87 mental health unit team has gone viral, acquiring millions of views on social media.
The detention took place on May 23, 2026. In the video, Nicholas Jordan Wagter could be seen looking to his passenger window while a man identified as Dr. Emory (some posts say “Emery”) is introduced, a resident psychiatrist on rotation with CAR 87, who is “part of a program that includes Vancouver Coastal Health and the Vancouver Police.”
“Every case is a little different,” Emory says. “In your case, I think you were certified under the Mental Health Act just … maybe three weeks ago or four. Where you aware of that?” Emory explains that he had been “certified” by Dr. Christine Taylor – who also works with the mental health response team.

In British Columbia, under the Mental Health Act, a physician can issue a Form 4 certification for “involuntary assessment” up to an initial 48 hours if they decide that the person in question has a mental disorder that could pose risks. In the video, Wagter can be seen calmly responding, and stating that he was not certified by Taylor, who also works as a professor at the University of British Columbia.
“Roughly three to four weeks before May 23 (mid-to-late April 2026), psychiatrist Dr. Christine Taylor observed Wagter in a Vancouver cafe without direct interaction,” Dr. Margaret Aranda wrote at The Rebel Patient. “After consulting family, she issued a Form 4 under BC’s Mental Health Act. Wagter maintains he received no prior notice or voluntary assessment opportunity.”
In the video, Emory asks Wagter to turn the camera off, and he refuses: “I’m not turning the camera off. I’ve got a legal right to keep the camera on.” In response, Emory informs Wagter that he is certifying him under the Mental Health Act right then and there: “So I am going to certify under the Mental Health Act. We’re gonna bring you to the hospital and do testing on you. And you’re going to talk to a psychiatrist in a controlled environment. Because we don’t believe you’re gonna attend an appointment.”
According to Dr. Margaret Aranda, Wagter was engaged in extensive research on the Chinese Communist Party’s operations inside Canada:
Nicholas Jordan Wagter, a 27-year-old Canadian researcher and influencer who graduated with Honors with a BSc in Medical Biophysics from Western University. He also has a Master’s in Innovation Management from the University of Toronto, built a career in software, machine learning, and AI.
By early 2026, living in Vancouver, BC, he shifted focus to investigative activism exposing alleged Chinese Communist Party (CCP) influence operations, drawing on public Royal Canadian Mounted Police (RCMP, the Gendarmerie royale du Canada or GRC in French). It is Canada’s national police service, established in 1873. He also drew on the Canadian Security Intelligence Service (Service canadien du renseignement de sécurité or SCRS in French); it is Canada’s primary national intelligence agency, often described as the country’s spy service. He also drew on other intelligence reports.
Online, the primary response has been shock that the government is capable of circumventing the legal system and detaining someone on the say-so of a psychiatrist, allegedly without an in-person meeting. Wagter has publicly insisted that there is more to the situation than that. “Transported to Vancouver General Hospital, Wagter was held involuntarily,” Aranda reported. “He continued posting [on social media] from inside, claiming retaliation for his activism and prior clearances by other professionals.”
Wagter claims that he was cleared by other professionals; with the limited information available online, it is impossible to tell thus far. His viral detention has certainly created a Streisand effect with regard to his ongoing investigations, but those with loved ones undergoing genuine mental health crises attest that, despite the potential for abuse, a legislative framework for mandating mental health treatment is necessary. Many commentators online are urging caution about drawing definitive conclusions about “medical kidnapping” or nefarious motives until more facts are known.
