While the U.S. stressed that Cuba cannot continue to be a "safe haven for adversaries in the Western Hemisphere," the Cuban delegation insisted that the island presents no threat to U.S. security. Cuban officials also took issue with the nation's continued inclusion on the U.S. list of state sponsors of terrorism.
Rodríguez Castro previously secretly met with U.S. Secretary of State Marco Rubio on the sidelines of a Caribbean Community summit in St. Kitts in February. While he's never occupied a government post, he served as his grandfather's bodyguard and later as head of Cuba's equivalent of the Secret Service.
U.S. and Cuban officials also met earlier this year i n Cuba. The ongoing meetings between U.S. and Cuban officials mark the first U.S. government flights to land in Cuba other than at the U.S. Naval Base at Guantanamo Bay since 2016.
Thursday's meeting comes weeks after the Cuban government confirmed that it had recently met with U.S. officials on the island as tensions between the two sides remain high over the U.S. energy blockade of the Caribbean country and as Cuba's power grid has collapsed and energy to its eastern provinces has been cut. The U.S. blockade of fuel to the island has heightened its economic woes, with reduced work hours and food spoilage as refrigerators stop working.
Earlier this week, the U.S. State Department reiterated that the U.S. will provide Cuba with $100 million in humanitarian assistance and support for satellite internet "if the Cuban regime will permit it."
In late January, Trump threatened tariffs on any country that sells or supplies oil to Cuba. Though Trump also has threatened to intervene in the country, and Cuban President Miguel Díaz-Canel said recently that his country was prepared to fight if that should happen, sources told the AP earlier this month that military action is not imminent.

Attorney General Ken Paxton Sends Letters Prohibiting Over 130 Texas Cities from Illegally Raising Taxes After They Failed to be Transparent With Taxpayers
Attorney General Ken Paxton sent letters to over 130 different Texas cities to notify them that they are prohibited from raising ad valorem taxes above the no-new-revenue tax rate. This action follows Attorney General Paxton’s investigation of over 1,000 Texas cities to ensure none are unlawfully raising taxes.
During the 2025 legislative session, SB 1851 was passed and then enacted into law. This law bars cities from raising property taxes above the no-new-revenue rate if they do not meet Texas’s financial statement audit and transparency requirements. Last month, Attorney General Paxton demanded documents from over 1,000 municipalities as part of an ongoing investigation to determine statewide compliance with SB 1851. That led to the identification of over 130 cities that failed to comply with the statutory requirements for the new fiscal year.
Now, Attorney General Paxton has notified those cities that they are subject to the enforcement provisions and penalties established under SB 1851 and may not adopt property tax increases above the no-new-revenue rate. These letters are addressed to an initial list of non-compliant cities, and the investigation remains ongoing. The OAG will continue to take additional action and make further determinations as more cities are found to be out-of-compliance with audit requirements.
“I will not allow cities to unlawfully raise taxes on hardworking Texans. That is why I took aggressive action against over 130 Texas cities to hold them accountable and ensure they comply with state law,” said Attorney General Paxton. “Cities cannot fail to abide by state audit requirements without consequences. My office will continue to aggressively enforce Texas law to protect taxpayers across the state.”

Donald Trump says reductions in Europe will go beyond Germany, telling reporters that Washington is 'cutting a lot further than 5,000' troops
The Pentagon has unexpectedly called off the deployment of an armored brigade to Poland, marking a significant move in line with President Trump’s plan to reduce the US military presence in Europe, Wall Street Journal reported on Thursday.
The decision reportedly surprised some military officials.
The cancellation came after the Pentagon announced earlier this month that 5,000 US troops would be withdrawn from Germany.
That announcement followed Trump’s anger over German Chancellor Friedrich Merz’s criticism of the White House’s handling of the US war with Iran.
Trump has said the reductions in Europe will go beyond Germany, telling reporters that Washington is “cutting a lot further than 5,000” troops and warning that forces could also be withdrawn from Italy and Spain.
According to the Pentagon, the broader objective is for European allies to take greater responsibility for conventional defense, allowing the US to scale back its military role on the continent.
US officials said the canceled deployment of the 2nd Armored Brigade Combat Team of the 1st Cavalry Division, a unit of more than 4,000 troops, is part of a wider reshaping of America’s military footprint in Europe.
More changes are expected. Although the brigade was scheduled to go to Poland, some of its units could have been stationed elsewhere in Europe.
The Wall Street Journal reported last month that the Trump administration was considering removing US troops from bases in some European countries that did not support Washington during its war with Iran.
Still, the move was notable because the Trump administration has maintained close ties with Poland. Trump had even suggested earlier this month that some US troops could be moved from Germany to Poland.
Military commanders had already submitted proposals for how to carry out the 5,000-troop reduction in Germany, and many expected a gradual, organized review of the US force posture in Europe.
Instead, Defense Secretary Pete Hegseth moved more quickly than expected, surprising many in the defense establishment.
Some troops and equipment from the “Black Jack” brigade were already on their way when the deployment was canceled.

Justice Department Investigation Determines Yale’s Medical School Discriminated Based on Race in Admissions
The Justice Department’s Civil Rights Division has completed a year-long investigation into the admissions policies and practices at the Yale School of Medicine.
Yale’s documents show that its leadership intentionally selected applicants based on their race. Yale’s documents reveal that they studied how to use racial proxies to circumvent the Supreme Court’s prohibition on using race to select students. Yale’s admissions data demonstrate that Black and Hispanic students have a much higher chance of admission to Yale than White or Asian students with the same test scores.
“Yale has continued its race-based admissions program despite the Supreme Court and the public’s clear mandate for reform.” said Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division. “This Department will continue to shed light on these illegal practices, and demand that institutions of higher education comply with federal law.”
The investigation showed that, in general, Black and Hispanic applicants were admitted with consistently lower academic qualifications than their White and Asian counterparts. These facts support the Department’s finding that Yale violated the law by intentionally discriminating based on race in its admissions, in clear violation of federal law.
Medical schools use substantial federal financial assistance to train the next generation of doctors. The Department is continuing its focus on eradicating illegal race politics from admissions at medical schools, where quality and excellence are vitally important to public safety.

US arrests Iraqi militia chief who plotted 18 revenge attacks after Iran war
An Iran-backed Iraqi militia commander has been arrested and charged with plotting attacks on Jewish and American targets in the United States, including a New York synagogue, in alleged retaliation for the war against Iran.
Mohammad Baqer Saad Dawood Al-Saadi, described by prosecutors as a senior Kataib Hezbollah figure, is accused of helping coordinate at least 18 attacks in Europe and two in Canada since late February, while also seeking attacks in New York and Los Angeles.
The New York Times said it was unclear how he was arrested and brought to the US. He is expected to be presented in federal court in Manhattan on Friday.

Democratic Rep. Steve Cohen drops reelection bid after redistricting in Tennessee
Democratic Rep. Steve Cohen of Tennessee announced Friday that he's dropping his bid for reelection in the state's ninth congressional district, a seat he's held since 2007.
He made the decision in light of the Tennessee legislature's redistricting, which affected his district in Memphis. Cohen, 76, is Tennessee's only Democrat in Congress.
"This is by far the most difficult moment I've had as an elected official," he said as he opened his remarks.
Cohen, a fourth-generation resident of the Memphis area, said he'll be retiring from public life.
He said he "considered" running in one of the new districts, but said they are "nothing like the ninth district that I've represented."
"I've had the great honor to represent the ninth district for the last 19 and a half years. And it's been a district that is a majority African-American district," he said.
The redistricting vote by the GOP-dominated state legislature last week drew protests for splitting the Memphis population into parts of several different districts that lean more Republican.
In his time in Congress, Cohen has served on the House Permanent Select Committee on Intelligence, the House Judiciary Committee and the House Committee on Transportation and Infrastructure, focusing on issues like civil rights and policing reform.
"The first Jewish person elected to represent Tennessee in the Congress, Steve has been a powerful champion for civil rights, leading passage of a resolution issuing the first formal apology for slavery in the U.S.," House Democratic Leader Hakeem Jeffries said in a statement. He noted that Cohen led hearings on the Voting Rights Act, police reform and racial justice, "reaffirming his commitment to making true America's promise of equality and justice for all."
"The city of Memphis, the Congress and the nation are better because of Steve's commitment to making a difference," Jeffries said.

Colorado governor cuts Tina Peters’ prison sentence in half, will release her on parole June 1
The extraordinary, but expected, decision puts Gov. Jared Polis at odds not only with fellow Democrats, but also with many Republicans in Colorado.
Colorado Gov. Jared Polis on Friday cut former Mesa County Clerk Tina Peters’ nine-year prison sentence in half and ordered the 70-year-old, who has become a national martyr for election conspiracy theorists, to be released on parole June 1.
Peters’ sentence for orchestrating a security breach of her county’s election system in 2021 in a failed attempt to uncover voter fraud is now four years and four and a half months under a clemency order issued by the governor.
“She, because of her incorrect and unpopular speech, got an unduly harsh sentence,” Polis said Friday in an interview with The Colorado Sun, adding that he believes her new sentence is still “very harsh.”
“I’m not pardoning her,” he explained. “I publicly have said very early on I would not even consider a pardon. She’s a convicted felon. She deserves to be a convicted felon. She will remain a convicted felon.”
The extraordinary, but expected, decision puts Polis at odds not only with fellow Democrats, but also with many Republicans in Colorado — including the man who prosecuted Peters and a list of conservative local elections officials outraged by Peters’ behavior.
“This signals that it’s open season on our elections and election officials,” said Matt Crane, who leads the Colorado Clerks Association. Crane is a Republican and the former clerk in Arapahoe County.
Peters, in a post on social media, thanked Polis and said she was sorry for the mistakes she made. But she also indicated she planned to continue talking about elections.
“I plan to do my best through legal means to support election integrity,” she said. “I am grateful for a second chance and an earlier release, and I love forward to doing good in the world.”
The governor’s move — which comes as Polis and Colorado have faced mounting criticism and retaliation from President Donald Trump — also likely ends any speculation about his political future as a Democrat. By commuting Peters’ sentence, Polis, who has been mentioned as a possible presidential contender, has probably neutered any chance of rising in his party’s ranks.
“FREE TINA!” Trump posted on social media Friday afternoon after the clemency news was announced.
The governor’s closest advisers have privately counseled him against inserting himself in Peters’ case, warning of the intense political risks.
Polis’ decision, which came as he announced clemency for dozens of other people convicted of crimes in Colorado, will also likely cast a pall over his last six months in office and make him a pariah among fellow Democrats. He is term-limited and cannot run for reelection in 2026.
The governor brushed off the political consequences of his decision.
“I view my job as governor as one where I always try to do what’s right,” he said. “Ultimately, I believe people like me because I try to do what’s right. I try to do what’s right regardless of whether it’s popular and regardless of the politics of it.”
By waiting until two days after Colorado’s 2026 lawmaking term ended to announce the clemency decision, Polis avoided damage to his legislative agenda. Democrats at the Capitol had telegraphed that they wouldn’t work with the governor if he let Peters out.
But by not waiting until later in the year, his announcement interrupts the judicial process.

Court denies Virginia’s request to reinstate congressional map that would benefit Democrats
The Supreme Court on Friday evening turned down a request by Virginia’s attorney general and other Virginia Democrats to allow the state to use a new congressional map, which would have been expected to strongly favor Democrats, in the 2026 elections.
The denial came in a brief, unsigned order sent to reporters at 6:30 p.m. EDT on Friday – just 15 minutes after the court’s Public Information Office distributed the reply filed by Jay Jones, the Virginia attorney general, and Democratic legislators.
There were no public dissents from the order. The effects of the court’s order are likely relatively minimal, because Virginia Gov. Abigail Spanberger had already indicated earlier this week that the state would not use the 2026 map in the upcoming elections.
Jones and the other Virginia Democrats came to the Supreme Court on Monday, asking the justices to block a May 8 ruling by the Virginia Supreme Court that invalidated an amendment to the Virginia Constitution allowing the state’s Legislature to enact a new congressional map.
The Virginia General Assembly had adopted the new map in February. But before the state could actually use the map, it needed the state’s voters to approve an amendment to the Virginia constitution that would give the General Assembly the power to draw a new congressional map outside of the normal cycle following the decennial census. In April, voters approved an amendment to the state’s constitution that gave the General Assembly the power to do so. Nevertheless, a divided Virginia Supreme Court struck that amendment down on the ground that the Legislature had not followed the correct procedures when it put the new amendment on the ballot. The majority explained that under the state constitution, the Legislature must approve a proposed amendment to the constitution during two different legislative sessions, which must be separated by an election to the General Assembly’s House of Delegates. Although the Legislature had voted on the proposed amendment for the first time on Oct. 31, 2025, the majority said, more than 1.3 million votes had already been cast by then – and, therefore, “the General Assembly passed the proposed constitutional amendment for the first time well after voters had begun casting ballots during the 2025 general election.”
In their filing on Monday asking the justices to step in, Jay and the Virginia Democrats argued that the Virginia Supreme Court’s ruling “overthrows [a] democratic outcome just days before the Commonwealth must begin its preparations to administer the 2026 midterm election.” Moreover, they contended, the dispute implicates “two critical issues of federal law” – the meaning of the term “election” under federal law, and the idea that the state court so “impermissibly transgressed the ordinary bounds of judicial review” that its ruling should be reversed.
The Republican legislators (along with an election official and two individual voters) who challenged the new map countered that the request to block the state supreme court’s ruling was “extraordinary.” They emphasized that the case involved “state courts applying state law to hold state actors accountable” – and is thus not one in which the U.S. Supreme Court should intervene. To the extent that Jones and the Democrats now argue that the case involves federal issues, they added, the U.S. Supreme Court should not consider them because they did not raise those issues until they reached the Supreme Court.
In a filing on Friday afternoon, Jones and the Democrats pushed back, telling the justices (among other things) that “Spanberger’s candid acknowledgment of where things presently stand, which is not part of the record, does not foreclose this Court from acting.” Instead, they argued, her comments merely indicated that “the Commonwealth will conduct its elections in the manner the law requires, and this Court’s intervention will inform that conduct.”
Soon after the filing was submitted on Friday, the court denied the request by Jones and the Virginia Democrats without comment.
