According to SCL, the outages stem from direct-buried underground electrical cables that were installed decades ago, when utility lines were converted from overhead systems. Unlike modern underground systems housed in protective conduit, the older cables are buried directly in soil, making them vulnerable to moisture, shifting ground conditions, and damage from burrowing animals and insects.
