Some militias are professional while others are not. Team Q wouldn't necessarily deputize every little group calling itself a militia. Team Q could be selective.

Also, you have to question how many of your 'Real Pros' are white hats and how many are black hats, and how many are simply clueless or indifferent as to what's going on. A well-trained, responsible militia could be superior in many ways (training, motivation, sense of justice) than a lot your so-called professionals.
