Blowing up an ICBM would be very unlikely to set off the nukes. They would be a long way from being armed, and probably be the closest to safe they could be give the rigors of launching.
A nuke has to go off in a specific controlled way. Even if one of the reentry vehicle was destroyed with a direct hit you might just end up with some exposed plutonium or whatever dropping in to the ocean.
I think 'we were making a movie' is a likely spin for being caught out doing that. They control the medium so can send any message.

You exchange certain rights and liberties in exchange for a government protecting your remaining rights and liberties. It's a two way contract though, and that seems to be what has gone wrong in this case.
That includes things like justice, foreign affairs, infrastructure management etc.
Even the freest and best government doesn't give unlimited rights and liberty to its citizens.
Maximum freedom is attained through anarchy, but protection of your life and property is then down to you.
