You target someone for investigating. You collect as much potential evidence as possible. Write up a report with said evidence. But you need more for more direct proof by spying on them. Obtain a Fisa (a warrant request for spying) request form. Fill it out. Present it to your bosses. The bosses rubber stamp it and you get to go before a judge with previous evidence and the Fisa warrant request. If the Judge okay's it, you can now spy on subject.

Once it stabilizes in value yes then I can see the value. Right now it's being more like a stock than an actually currency. I often wonder about the people who lost their shirts when it hit 15-19k in value and lots of people took out loans or mortgage their homes to buy at that time. Then it crashed and it's been crashing ever since. I also see nothing but manipulation as well in its value.
