Sounds like a leak that was done on purpose to me. Nobody trained in cybersecurity could accidently upload a bunch of sensitive keys to Github in a folder marked ("private-CISA"), and if they did, theyd delete it immediately and report themselves. If it was actually an epic employee bungle, CISA needs some serious access controls in place, like spliting up the keys between two people at least yikes.
