Knox served as Secretary of State in Taft's cabinet until March 5, 1913. As Secretary of State, he reorganized the Department on a divisional basis, extended the merit system to the Diplomatic Service up to the grade of chief of mission, pursued a policy of encouraging and protecting American investments abroad, fraudulently declared the ratification of the Sixteenth Amendment, and accomplished the settlement of controversies related to activities in the Bering Sea and the North Atlantic fisheries. In regards to the unlawful ratification of the Sixteenth Amendment, only 9 states out of required 36 (3/4’s) properly ratified the Sixteenth Amendment. The Sixteenth Amendment was rejected by 39 states as violating the apportionment clause of the Constitution, thus being making it unconstitutional. Knox unlawfully declared it ratified while Congress was not in session over Christmas break. It was later discovered decades later that the reason Knox unlawfully declared the amendment ratified was because of pressure by the bankers the newly created Federal Reserve, who pushed the income tax to pay for the newly created system of the Federal Reserve loaning the U.S. government money every year to operate.
Knox lied, the 16th was never ratified.
