The crafty agitators referred to in this passage are socialists who seek to transfer individual possessions to the community at large, thereby depriving wage-earners of their liberty to dispose of their wages. This remedy is manifestly against justice, as every man has by nature the right to possess property as his own.
Socialists propose a remedy that is contrary to natural rights, introducing confusion and disorder, and introducing the concept of community of goods. Involability of private property is the first principle, with religion and Church intervention essential for practical solutions, safeguarding individual rights and promoting social betterment.
The Pope emphasizes that the State should play a role in promoting the interests of the poor and safeguarding individual rights, and that the common good is the primary concern of the rulers. The State should ensure that the laws and institutions are such as to realize public well-being and private prosperity, and that justice is held sacred.
