US puts India under Section 301 scanner, says failures in forced labour import policy ‘actionable under US Trade Act’

 

Section 301 is a provision of the US Trade Act of 1974 that authorises the United States Trade Representative (USTR) to investigate foreign government policies, practices or regulations that burden or restrict US commerce.

 

The United States Trade Representative (USTR) has placed India under scrutiny in a fresh Section 301 investigation, concluding that the country has not put in place and effectively enforced restrictions on the import of goods produced through forced labour. The findings, released as part of a review covering 60 economies, state that India’s existing approach is actionable under Section 301 of the US Trade Act of 1974.

 

The investigation assessed the policies and practices of 60 economies that collectively account for more than 99 per cent of US imports.

 

-USTR cites enforcement gaps

 

According to the report, India was found to have failed to establish and effectively implement a prohibition on imports linked to forced labour. The USTR said this shortcoming falls within the scope of action under Section 301.

 

The USTR determined that the absence of such measures is unreasonable and has the effect of burdening or restricting US commerce.

 

-What is Section 301?

 

Section 301 is a provision of the US Trade Act of 1974 that authorises the United States Trade Representative (USTR) to investigate foreign government policies, practices or regulations that are considered unfair, unreasonable or discriminatory and that burden or restrict US commerce. Following an investigation, the USTR can recommend measures such as additional tariffs, import restrictions, suspension of trade concessions or other trade actions against the country concerned.

 

-Findings cover dozens of economies

 

The USTR said India was among 54 economies that do not have a legal prohibition on the import of goods produced wholly or partly through forced labour.

 

The report separately identified six economies: Canada, Ecuador, the European Union, Indonesia, Mexico and Pakistan, as jurisdictions that have such prohibitions in place but, according to the USTR, have not enforced them effectively.

 

-Investigation launched in 2026

 

The review was initiated in March 2026 and focused on economies from which more than 99 per cent of US imports originate.

 

According to the report, the absence of forced labour import restrictions can affect market conditions, create competitive imbalances and weaken international efforts aimed at eliminating forced labour from global supply chains.

 

The USTR argued that such failures can result in unfair competition for American producers in both domestic and international markets.

 

-USTR outlines broader concerns

 

The report stated that economies which do not prohibit or effectively enforce restrictions on forced labour-linked imports contribute to trade distortions and undermine efforts to prevent the circulation of such goods.

 

Based on its findings, the USTR concluded that India’s existing framework concerning imports allegedly linked to forced labour is unreasonable and places restrictions on US commercial interests.

Anyone who has ever extracted themselves from a relationship with a narcissistic abuser knows it isn’t clean or easy.

 

I cringe remembering how many times I tried to play the “cool girl” or fawn in response to what was clearly abusive, coercively controlling behavior by Graham.

 

I also know how dangerous it is to become the target of a narcissist — so even long after our relationship ended I continued to be upbeat any time he reached out, though I would also immediately shut down any attempts on his part to initiate flirting or romanticizing of the past.

 

Yes, the day I saw him announce he was running I wanted to make sure people knew he had a Nazi tattoo — and I was terrified he would find out it was me.

 

But of course he knew it was me.

 

What’s ironic is I absolutely never would have shared my story if he hadn’t been relentlessly attacking my character behind the scenes for months once the tattoo story came out.

 

I tried to signal that I wasn’t the source and stayed completely silent about him on social media even as most of my friends posted regularly about what a bad person he is.

 

But then in early April the New York Times came to me. I asked how they got my number. I said I was not interested in sharing my story. They said but wait—there are other women. Women terrified to tell their stories, too, and you need to band together. WE will help you. We will protect you. Men can’t keep getting away with this.

 

Hours before their first call to me I saw Eric Swalwell’s name plate get removed from his office door in Cannon. It felt like fate.

 

I welcomed the two journalists into my home days later, nervous and overwhelmed. Justin Fairfax had just murdered his wife and himself the previous day and even conservative pundits were conjecturing that “if only those women hadn’t accused him of abuse, this never would have happened…”

 

But I told them my story. I let them take pictures of my diary pages. I sent them screenshots of messages and gave them phone numbers and contacts. It was excruciating. I was surprised by what details I remembered, and as I poured through old messages I was horrified by how much I had forgotten.

 

I explained very clearly that, like many women abused by their partners, I had not told anyone about his violence at the time—I had covered for and defended it. I accepted his earnest apologies. They said that’s fine because the diary entries and my on the record story was enough.

 

They connected me to two of the other victims so we wouldn’t feel so alone. I insisted to each of them that I trusted the NYT journalists and that we were doing the right thing despite their (sadly very accurate) sense that something was wrong.

 

One of the victims and I realized our relationships with Graham overlapped completely - he had been cheating on both of us the entire time we were together.

 

I should note here that my life is just… beautiful. These are the best years of my life. Raising two young girls in a safe, beautiful neighborhood where I work from home and shuffle my children from dance classes and soccer to church events — I am blessed far beyond what I deserve with wonderful friends and family and the most loving, brilliant husband in the world. Why would I blow my life up like this? Why would I risk the psychotic doxxing from violent leftist activists?

 

Because while I have been terrified to come forward I decided this was the “hard right thing” to do. The guilt of staying silent has nagged me.

 

Most therapists recommend a “gray rock” approach to extracting yourself from narcissistic abuse — it works really well, but it is a gift to the abuser, allowing them to persist in their delusion that they’ve done nothing wrong.

 

I couldn’t stay silent as he continued to lie and lie and lie. I want my daughters to boldly speak out if they’re ever abused as I was.

Three Republican senators — Sens. Bill Cassidy (La.), Susan Collins (Maine) and Lisa Murkowski (Alaska) — voted for a Democratic amendment Thursday to bar Bill Pulte from serving as temporary director of national intelligence while he also serves as director of the Federal Housing Finance Agency (FHFA).

 

The three GOP senators voted for an amendment to the budget reconciliation package sponsored by Sen. Mark Warner (D-Va.), vice chair of the Senate Intelligence Committee.

 

It would have prohibited any Senate-confirmed head of another federal agency or department from performing the role of director of national intelligence in an acting capacity.

 

The amendment failed on a vote of 49-49.

 

All three Republicans have questioned Pulte’s credentials to oversee the nation’s intelligence agencies.

 

“The best I can tell you is he’s not qualified, but I don’t know anything about him other than that,” Cassidy told The Hill earlier this week.

 

Collins, a senior member of the Senate Intelligence Committee, questioned whether Pulte — the heir to the founders of one of the nation’s biggest homebuilding companies, Pulte Homes — even has a security clearance.

 

“I do not know Mr. Pulte at all. I don’t know whether he has any intelligence or military background. I don’t even know whether he has a security clearance,” she said Tuesday, appearing surprised by President Trump’s selection of Pulte to serve as his principal adviser on national security matters.

 

Murkowski told The Hill this week she wasn’t aware of anything in Pulte’s background that would qualify him to preside over the CIA, the National Security Agency and other critical intelligence agencies. “I know what he has been doing in the housing sector; I’m not so familiar with why the president would have selected him,” she said.

 

Senate Democrats are incensed by Trump’s decision to put Pulte in charge of the nation’s intelligence agencies after he used his role as the FHFA director to dig up mortgage information to support criminal allegations against Federal Reserve governor Lisa Cook — the first Black woman appointed to the central bank’s board of governors — and New York Attorney General Letitia James (D).

 

Cook has been embroiled in a legal battle with Trump, who attempted to fire her from the Fed. James filed a $250 million lawsuit against Trump, his children and the Trump Organization on fraud allegations.

 

Democrats are threatening to block an extension of enhanced surveillance authority under Section 702 of the Foreign Intelligence Surveillance Act (FISA) in protest of Pulte serving as director of national intelligence even temporarily.

 

Warner called Pulte’s appointment “insulting” to the intelligence agencies.

 

“The president is saying, ‘Oh don’t worry, this guy can do both the mortgage job, the housing job and the intel job.’ That’s insane,” Warner said.

 

Other Republicans have suggested they would vote against Pulte if Trump nominates him to serve as director of national intelligence for a longer term.

 

“Very few Senate-confirmable positions come with statutory eligibility requirements. There are good reasons why the Director of National Intelligence is one of them. Anyone performing this role of such immense public trust must have the extensive national security experience required by statute, and no nominee who falls short of this requirement will earn my vote,” former Senate GOP Leader Mitch McConnell (Ky.) said in a statement Wednesday.

American Citizen Pleads Guilty to Working as an Agent for the People's Republic of China

Thomas Weir Pauken II, 50, an American citizen who lived and worked in the People’s Republic of China (PRC), pleaded guilty today to acting as an agent of a foreign government within the United States.

 

“In effect, Pauken admitted to being part of a conspiracy to obtain sensitive information from the U.S. government for the PRC,” said Assistant Attorney General for National Security John A. Eisenberg. “His actions are a betrayal of this Nation and pose an unacceptable risk to our national security. NSD remains committed to safeguarding information essential to our national security, including through appropriate prosecution.”

 

“By his own admission, not only did Thomas Pauken attempt to infiltrate U.S. political circles at the direction of China’s Ministry of State Security, but he gathered intelligence on his American targets and reported it back to his Chinese intelligence handlers,” said Assistant Director Roman Rozhavsky of the FBI’s Counterintelligence and Espionage Division. “This case illustrates the lengths to which the Chinese Communist Party will go to undermine our democratic institutions and degrade our political freedoms, but it also demonstrates the FBI’s resolve to defend the homeland from threats to our national security. Let this plea serve as a clear warning: If you attempt to help a foreign adversary as an unregistered agent in the U.S., the FBI will find you and bring you to justice.”

 

According to court documents, from at least 2019 until February 2026, Pauken worked at the direction and control of people he knew worked for the PRC, including a person he met in 2017 identified as “Cathy.” Cathy provided Pauken with taskings, including meeting with potential intelligence assets, providing them with devices such as a laptop and cellphone to communicate with Cathy, providing taskings for the assets on what information was required, and providing Cathy with reports from the assets.

 

Pauken received at least $100,000 for his work with Cathy. Cathy also paid for Pauken to travel several times between 2019 through 2025 from China to meet with individuals in the United States who could provide Pauken, and ultimately Cathy and the Chinese Ministry of State Security (MSS), with information.

 

Pauken worked for two other people in China whom he met in 2017 and knew as “Richard” and “William.” They told Pauken that reports he wrote for them went to Japan, but Pauken believed they worked for the PRC government.

 

Pauken also sold reports to a group of Chinese individuals from Wuhan who sought information about technology and the U.S. Department of Justice. The Wuhan clients wanted Pauken to find an expert to help them engage in cyber espionage.

 

Pauken is scheduled to be sentenced on Sept. 1 and faces a maximum penalty of 10 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

 

The FBI Philadelphia Field Office investigated this case with assistance from the FBI’s Washington Field Office.

 

Trial Attorney Eli Ross of the National Security Division’s Counterintelligence and Export Control Section and Assistant U.S. Attorney Gavin R. Tisdale for the Eastern District of Virginia are prosecuting the case.

Judge blocks Trump’s sweeping freeze on immigration benefits for 39 countries

 

In a scathing ruling, a federal judge accused the administration of using “pretextual concerns” of national security to “mask anti-immigrant sentiments.”

 

A federal judge on Friday blocked the Trump administration from freezing work permits, green cards, citizenship applications and other immigration benefits for noncitizens from 39 countries affected by the government’s travel bans.

 

The 135-page ruling, from U.S. District Judge John McConnell in Rhode Island, opens the door for hundreds of thousands of people with pending immigration-related applications to have these benefits unpaused. These immigrants were following the rules, McConnell wrote, but were nonetheless unlawfully targeted by the government because of where they came from.

 

“In ruling on these motions, the court is reminded of a line often repeated in discussions around immigration policy: If people wish to immigrate to the United States, they ought to ‘follow the law’ and ‘do things the right way.’ This case serves as a perfect example of immigrants doing just that,” wrote the Barack Obama appointee.

 

The United States Citizenship and Immigration Services enacted the series of scrutinized policies at the end of 2025, with the administration attributing them — at least in part — to the shooting of two National Guardsmen in Washington, D.C., by an Afghan national in November.

 

After that incident, USCIS suspended the adjudication of all asylum applications and decided that going forward, if an applicant for immigration benefits is from one of the 39 countries subject to the government’s travel ban, then that would be a “significant negative factor” for their application.

 

“Over six months later, many of those individuals remain without work, without legal status, and without any meaningful ability to plan for their futures,” McConnell wrote.

 

Affected countries included Iran, Nigeria, Venezuela and Afghanistan.

 

The rule change threw “countless immigrants living in the United States into indeterminate legal limbo,” McConnell ruled Friday. He added that USCIS tried to justify its actions “with pretextual concerns of ‘national security’ that mask anti-immigrant sentiments that it is forbidden from letting influence its decision making.”

 

McConnell said he wasn’t convinced by the government’s claims that the policies supported a legitimate national security interest. He pointed to statements from President Donald Trump himself, who said at one rally last year that he was pausing migration “from hellholes like Afghanistan, Haiti, Somalia and many other countries.”

 

“The government effectively invites the court to shut its eyes and ignore the strong evidence of anti-immigrant animus before it,” he wrote. “Doing so would require profound naiveté on the court’s part.”

 

The Department of Homeland Security, which oversees USCIS, didn’t immediately respond to a request for comment.

 

Last year’s USCIS rule changes led to the widespread cancellation of naturalization ceremonies for affected immigrants on the brink of getting their citizenship. Those ceremonies will now be rescheduled, thanks to McConnell’s ruling.

 

“This is an enormous victory for hundreds of thousands of people that have been stuck in limbo for a significant period of time, many of whom have lost clarity about whether or not they would be able to obtain or maintain immigration status in the U.S.,” Jorge Loweree, managing director of programs and strategy at the American Immigration Council, told Courthouse News on Friday.

 

The government can appeal the opinion to the First Circuit, though that liberal-leaning circuit has been historically unkind to Trump’s immigration agenda. Still, Loweree said he’s disturbed at DHS Secretary Markwayne Mullin’s refusal to commit to following court orders during a Capital Hill appearance earlier this week.

 

“If we didn’t think courts were politicized, then I would probably be able to answer that,” Mullin told lawmakers on Tuesday when asked if he would obey opinions from judges that rule against DHS.

 

Loweree said he hopes that position “won’t play any role here.”

 

“But we’ll see,” he added.

 

The underlying case comes from a group of immigrant rights organizations and labor unions, who sued the government in March over the policies. The groups claimed USCIS sought to make “life so unbearable” for immigrants in the U.S. “that they are forced to leave.”

Senate Democrats Demand Government Stop Minting Gold Coin With Trump On It

 

Two Democratic senators have written to the U.S. Mint to urge the institution to halt production of gold coins with President Donald Trump on them, citing the possibility that the gold is from cartel-owned mines.

 

Last month, a federal advisory panel with members handpicked by Trump approved a design for a 24-karat gold coin featuring the president’s likeness on the obverse. The coin is being minted to commemorate the 250th anniversary of U.S. independence. Approval of the coin came amid internal discussions about putting Trump on a new $250 bill for the occasion, despite a U.S. law prohibiting living people from appearing on U.S. currency.

 

In a letter to Treasury Secretary Scott Bessent and U.S. Mint Director Paul Hollis dated Thursday, Sens. Elizabeth Warren (D-MA) and Ron Wyden (D-OR) called on the Mint to stop producing the coin.

 

“We request that the U.S. Mint halt all production of the 250th anniversary 24-karat Trump gold coin and conduct a public supply chain audit to ensure coins are not composed of illicit cartel-linked gold,” Warren and Wyden wrote, who are the ranking members of the Senate Banking and Finance committees, respectively. “We have previously raised concerns about the Mint’s plan to release a 24-karat gold coin featuring President Trump’s image for the country’s 250th anniversary and how it will in any way benefit the American public as our nation confronts an affordability crisis of President Trump’s own making.”

 

The senators listed six questions to be answered by June 18, including inquiries about where the coin is in the production process and what due diligence was conducted to ascertain the origin of the gold being used.

 

“It is troubling enough that the Mint has developed a coin bearing the President’s image, which is more befitting a monarchy than a democracy,” the senators wrote. “At the very least, the Mint should ensure that a coin intended to honor the nation’s 250th anniversary is not made of gold linked to exploitation and criminal activity.”

 

Last week, Rep. Adam Smith (D-WA) predicted that despite the law barring living people on U.S. currency, the Trump administration will do so anyway.

 

Do I expect them to follow the law? No, I don’t,” Smith said. “I mean, they’re supposedly asking us this session to change the Department of Defense to the Department of War. But again, they’ve already done that. So no, I’m sure Trump will print up his $250 bill just like he put his name on the money.”

California and New York Preparing to Sue to Block Paramount from Acquiring Warner Bros

 

A group of states led by California and New York is preparing to sue to block Paramount Skydance from acquiring Warner Bros., Reuters reported on Friday.

 

Last year’s merger between Paramount and Skydance already sparked criticism over concerns about antitrust issues and the impact of centralizing control of major media and entertainment companies. The criticism grew as Paramount settled a lawsuit President Donald Trump had filed against CBS News over a 60 Minutes interview with then-Vice President Kamala Harris, which numerous legal experts had assessed as a fundamentally weak case on First Amendment grounds. It was widely speculated that political motivations overrode Paramount’s initial instincts to fight the litigation, because the company needed approval from Trump’s FCC chair Brendan Carr to get the merger to go through.

 

Post-merger, Paramount Skydance CEO David Ellison’s decision to bring on Free Press founder Bari Weiss as the editor in chief for CBS News has further ruffled feathers.

 

Weiss’ tenure has been rocky, to say the least, with CBS News and its programs sometimes seeming to be the news more than reporting it. She was lambasted both internally and in the media for delaying a 60 Minutes on the CECOT prison facility in El Salvador, plus the departure of several longtime staffers and other upheaval with the show.

 

Anderson Cooper not only rejected Weiss’ offer to take over the anchor desk for CBS Evening News but also declined an offer to renew his contract with 60 Minutes.

 

And the person Weiss ultimately tapped for that anchor spot, Tony Dokoupil, has generated a series of negative and unlucky stories ranging from tech snafus to accusations of bias.

 

After completing the merger with Skydance, Paramount next set its sights on Warner Bros. Discovery, the parent company of CNN. Elected officials like Sen. Elizabeth Warren (D-MA) have publicly objected to the merger as an “antitrust disaster,” and more than 1,000 Hollywood actors, directors, producers, and other entertainment industry professionals signed an open letter objecting to the proposed merger because it “would further consolidate an already concentrated media landscape, reducing competition at a moment when our industries — and the audiences we serve — can least afford it.”

 

According to the report by Reuters’ Jody Godoy, “sources familiar with the matter” have said that a group of states including California and New York “are preparing a lawsuit to block” the merger, and expect to file it “in the coming weeks.”

 

The sources did not specify which other states would be involved in the lawsuit, which Godoy described as “the boldest move yet by the states in their effort to be at the forefront ​of U.S. antitrust enforcement.” It seems likely that the participating states would be limited to those with Democratic-majority state governments, or at least Democratic state attorneys general, due to Trump’s support for Ellison and his takeover of Paramount — not to mention his frequent attacks on CNN and open praise for the idea of an ideological takeover of the network.

 

On Thursday, California Attorney General Rob Bonta (D) bashed Trump for his administration’s “abdication” of federal antitrust enforcement, and has expressed concerns about the merger. A spokesperson for Bonta’s office told Reuters that California’s investigation of the proposed merger is still active and declined to offer further comment.

 

A lawsuit like this challenging the merger is not guaranteed to succeed, Godoy’s report noted, but is likely to cause at least several months of delay, especially if the plaintiffs can convince a judge to issue an injunction pausing the merger while the litigation proceeds.

 

The merger is also still under review by the Department of Justice, which sent subpoenas in late March ” seeking information on how the merger would affect studio output, content rights, streaming competition and movie theaters,” wrote Godoy, but it is expected to reach a decision soon.

 

“We will continue to fight against any ​attempt to derail ⁠a deal that plainly benefits consumers, creators, and the industry as a whole,” a Paramount spokesperson said.

Moment brother of Henry Nowak killer holds Sikh ceremonial sword in 'road rage incident' outside temple - as fury grows at police 'two tier' response to his murder

 

The brother of Henry Nowak's murderer was filmed holding a Sikh ceremonial sword in the street during an apparent road rage incident outside a Hindu temple, the Daily Mail can reveal today.

 

Gurpreet Digwa, 27, was seen with the bladed weapon beside a Mercedes A180 while arguing with a fellow motorist in Southampton last year.

 

Videos circulating online showed him shouting as another man held him back outside the city's Vedic Society Hindu Temple.

 

Multiple sources in Southampton, with knowledge of the incident, identified the man with the ceremonial sword as Gurpreet Digwa.

 

It is not known when the incident took place, but one witness who lives on the street claimed it was around the time of the murder of Henry by Gurpreet's younger brother Vickrum.

 

Hampshire Constabulary have been unable to find details of the incident and it came amid growing fury about 'two-tiered policing' in the UK. President Donald Trump highlighted Henry's case in the US overnight.

 

In footage uncovered by the Mail, Gurpreet can be seen shouting and being held back by another man while clutching what appears to be a Sikh ceremonial sword.

 

Wearing blue Sikh clothing, he is then dragged away before getting into a black A-Class Mercedes.

 

People can also be heard yelling: 'You've got a problem' and 'not nice' at him. He was also warned he was being filmed.

 

The family of the man shown restraining Gurpreet and dragging him away said they 'condemn what happened' and have no links to the Digwas.

 

The video was filmed on the road just outside the Vedic Society Hindu Temple.

 

Relatives of the other man in the footage said: 'We don't want to be involved at all. This family has nothing to do with the Digwa family.

 

'That is definitely Gurpreet, the elder brother in the video. We totally condemn what happened. We just want peace and love. We don't want to get involved with this at all. If you have seen the video, then you will know it just shows road rage.'

 

Nina Padure, who lives on Radcliffe Road where the incident took place, said she came outside after two groups of men began 'screaming' at each other.

 

She told the Mail: 'I heard two cars stop, then saw those guys come out with that big sword. I heard them shouting. The guy wanted beef with them.

 

'When he got out of the car, he took the weapon with him. It was quite quick — they were shouting but not for very long, not even five minutes. He got into the back on the driver's side. I was worried seeing someone carrying a sword around.'

 

On Monday, Gurpreet's brother Vickrum Digwa, 23, was sentenced to life in prison with a minimum of 21 years for the murder of 18-year-old Henry last December.

 

Anger erupted after police bodyworn video was released showing Henry being placed in handcuffs moments before he became unconscious and subsequently died.

 

The trial heard that Sikh man Vickrum had lied to police attending the scene by saying he had been racially abused by Henry and denying he had stabbed him.

 

On Tuesday, Vickrum, Gurpreet and their father Moga Singh, 52, appeared at Southampton Magistrates' Court after being charged with multiple weapons offences.

 

The trio faced six counts of possessing an offensive weapon in a private place. The alleged weapons are a flick knife, an extendable baton, knuckledusters, a machete, swords and kusaris.

 

Gurpreet faced four additional charges of possessing an offensive weapon, an asp, in a public place, possessing a prohibited weapon, an air rifle, possessing an axe in a public place and possessing a knife, a kirpan, in a public place.

 

All of the offences are dated December 4, 2025 – the day after the incident in which Henry was killed.

 

Jennifer Pitt, chair of the magistrates, adjourned the proceedings until a further hearing on July 9 and released Moga and Gurpreet on unconditional bail until then, and Vickrum on technical bail as he is serving a jail sentence.

 

Violent protests erupted near where Henry was fatally stabbed, amid an outcry over his treatment, after Vickrum claimed he had been the victim of a racial attack.

 

At the same time, shocking video footage showed how Henry was handcuffed by police who ignored his pleas that he could not breathe as he lay dying.

 

Henry's family want to 'bring common sense back' to policing, Kemi Badenoch said after meeting his bereaved parents yesterday.

 

The Tory leader has called for changes to how police forces address equality rules following the public outcry over the death of the 18-year-old.
