I think this misses the main idea of the "talented tenth". The talented tenth is the intended recipient of affirmative action. At current levels of academic achievement, most African Americans would not succeed in the academic qualification steps for the US middle class. But the top 10% or so can be put up for that, and if they are given enough extra help, the distortions thus caused ("blacks get 240 extra points on the SAT in college admission decisions" and other actual facts that produce outrage in some non-blacks) drive a wedge between the races.

 

It's very clever because these are the black people that the middle and upper class whites encounter, over and over. And being overmatched academically, most of those black people develop negative coping mechanisms which are encouraged (i.e. hating whites, essentially) and so race relations are full of resentment.

 

Also the black community is divided into haves on whom are showered relatively easy success at least for a while, and have-nots who get none of that. Resentment is sure to result from that, or so I would expect.

 

Meanwhile the "non-talented" 90% of blacks don't see a whiff of affirmative action, they're just trying to get by like anyone else and are often reasonable, non-hateful people, and yet they encounter resentment from whites who don't know they're a separate group from the "affirmative action" cohort. This creates resentment in them as well.

 

And so everyone ends up hating everyone of a different color, because of the distortions started with the special treatment of the "talented tenth".
