This Company Will Add Phone, AirPod, and Smartwatch Trackers to License Plate Readers
SignalTrace “links devices that regularly travel together, correlating them to license plate.” It is a surveillance product that will sweep up and add all sorts of Bluetooth and other data to license plate readers, linking specific devices—and people—to cars.
A surveillance company plans to add sensors to automatic license plate readers (ALPRs) that would mean the devices, as well as capture the license plate of passing vehicles, would also sweep up unique identifiers of mobile phones, wearables, and other Bluetooth-enabled devices in those cars, potentially letting law enforcement identify specific drivers or passengers.
The technology, called SignalTrace, would turn ALPR cameras from devices focused on tracking cars to ones that can more readily track the location of particular people. ALPR cameras have become a commonly deployed technology all across the U.S.; SignalTrace would make some of those cameras capable of collecting much more data.
SignalTrace “bridges license plate recognition data with sensor-captured device identifiers—such as those from mobile phones, Bluetooth wearables, and vehicle systems—to create a unique, trackable ‘electronic fingerprint’ for investigative use,” according to a product sheet describing the tool, written by surveillance company Leonardo, which advertises SignalTrace.
The sort of data Leonardo says SignalTrace can sweep up includes the RFID tags in key cards and pet microchips; devices with Bluetooth such as wireless headphones, fitness trackers, and mobile phones; components of a car like tire pressure sensors and infotainment systems; and Wi-Fi sources such as vehicle hotspots and laptops, according to the product sheet.
The idea is to correlate these unique device identifiers to a license plate. If a Leonardo camera detects a license plate and sees where a vehicle was at a specific time, it can then allegedly link those unique device identifiers to it.
The sheet suggests SignalTrace collects this data for it to be searched by law enforcement much later. One line says SignalTrace “stores device and correlation data securely in the EOC [Enterprise Operations Center] for future queries and analysis.”
“When multiple devices consistently move together with a vehicle, SignalTrace’s algorithms link them to that vehicle’s license plate and time-stamped location data. This correlation provides investigators with another layer of actionable intelligence, even if a suspect changes or removes a plate,” the sheet reads.
Leonardo sells ALPR cameras and communications equipment to law enforcement, border security, and other government agencies. Its U.S. arm has contracts with U.S. Special Operations Command and the General Services Administration, according to procurement records maintained by the transparency website Widely Reported.
404 Media has previously covered how other ALPR companies want to bridge the gap between vehicle and occupant. Flock, for example, has created a system called Nova, to supplement license plate data with other pieces of information. 404 Media revealed the company planned to use hacked data from previous data breaches to “jump from LPR to person.” Flock said it decided to not use hacked data in Nova after 404 Media’s coverage and internal pressure.
Leonardo did not immediately respond to a request for comment.

Twenty-Six Trinitarios Gang Members Charged with RICO Conspiracy Related to Five Murders in Massachusetts
Gang has been charged in connection with 15 murders over the past decade
BOSTON – Twenty-six alleged leaders, members and associates of the Trinitarios, a violent transnational criminal organization, have been indicted on federal racketeering (RICO) conspiracy and drug trafficking charges in connection with five murders and 19 attempted murders. In addition to the 26 defendants charged today, the superseding indictment also includes eight previously charged Trinitarios who are facing RICO conspiracy and drug trafficking charges.
Over the past two years, the U.S. Attorney’s Office has been relentless in its efforts to dismantle and decimate the Trinitarios in Massachusetts, charging a total of 56 members who are alleged to have committed or participated in 11 murders and 30 attempted murders since 2017. The investigation also resulted in the apprehension of seven illegal aliens from the United States who have either been deported or are currently in deportation proceedings.
The charges unsealed today are part of a multijurisdictional, multiphase investigation that began in 2024 in the aftermath of four murders and a series of attempted murders and shootings in Lynn, Mass., allegedly committed by the Trinitarios. In February 2025, the investigation led to federal RICO conspiracy charges against 22 leaders, members and associates of the Lynn Chapter of the Trinitarios and its state leadership. Court documents in that case described the Lynn Trinitarios’ alleged participation in six murders and 11 attempted murders. Documents unsealed today describe state convictions of alleged Trinitarios in Essex County Superior Court in connection with four additional murders over the past decade.
The individuals charged today are alleged leaders, members and associates of the Lawrence, Haverhill and Boston Chapters of the Trinitarios. Court documents unsealed today describe the gang’s alleged participation in five murders, 19 attempted murders, efforts to kill witnesses, the trafficking of dozens of kilograms of fentanyl, cocaine and methamphetamine to New Hampshire and Maine, extortion of legitimate businesses with the threat of violence, kidnappings and robberies.
According to court documents, the Lawrence, Lynn, Boston and Haverhill Chapters of the Trinitarios allegedly dominated their communities by intimidating rival gangs and establishing control over certain neighborhoods. Each individual Chapter allegedly had a “Cabinet” of leaders who were responsible for recruiting new members, providing discipline to members in violation of Trinitarios directives and collecting money for a communal account used to support illegal operations and incarcerated Trinitarios members and their families. It is further alleged that the Trinitarios employed a written “Magna Carta” that defines the structure and rules of the organization, as well as slogans, symbols, colors and practices.
The Massachusetts Trinitarios allegedly undertook extensive efforts to recruit new members among communities of legal immigrants and illegal aliens from the Dominican Republic – particularly juveniles in local high schools in Lawrence and Lynn. The gang allegedly appealed to the recruits shared Spanish language and culture, Dominican patriotism and used the appearance of prosperity and brotherhood.

Government Contractor and Executives to Pay $21.3M to Resolve Fraud Scheme Involving Service-Disabled Veteran-Owned Small Business Contracts
Broadway Electric Inc. (Broadway), Cornerstone Contracting Inc. (Cornerstone), Chief Executive Officer John Oehler, and President Christian Blake agreed to pay $21.3 million to resolve False Claims Act allegations that they improperly obtained federal contracts reserved for service-disabled veteran-owned small businesses and other eligible small businesses.
“Congress intended certain federal contracts to be set aside for small businesses and for service-disabled veterans who sacrificed for this country,” said Assistant Attorney General Brett A. Shumate of the Justice Department’s Civil Division. “We will hold accountable those who fraudulently obtain, or assist others in fraudulently obtaining, these set-aside contracts.”
“Broadway, Cornerstone, and their executives engaged in a multi-year scheme to exploit federal contracting programs set aside for small businesses owned and controlled by service-disabled veterans,” said First Assistant U.S. Attorney John A. Sarcone III for the Northern District of New York. “When contractors circumvent eligibility rules through misrepresentation and undisclosed control arrangements, they undermine the integrity of federal procurement. These programs are designed to aid our nation’s heroes; it is unfortunate that these defendants sought to exploit the sacrifices our service members have made. My office will continue to aggressively pursue individuals and entities who engage in that conduct.”
Federal contracts may be set aside for small businesses that meet specific eligibility requirements, including those owned, controlled, and operated by service-disabled veterans of the United States military. These service-disabled veteran-owned small businesses (SDVOSBs) are intended to provide contracting opportunities to qualifying veteran entrepreneurs.
The settlement resolves allegations that, from approximately April 2017 through May 2025, the defendants engaged in a coordinated scheme to obtain federal set-aside contracts for which Broadway and Cornerstone were not eligible by using purported SDVOSBs and other small businesses as pass-through entities. Neither Oehler nor Blake is a service-disabled veteran and neither qualified to own or control a service-disabled veteran-owned small business. And although contracts were set aside by law for qualifying small businesses, Broadway and Cornerstone personnel in fact primarily controlled execution, staffing, and financial administration.
“The VA OIG will continue to vigorously pursue unscrupulous government contractors who attempt to profit from programs intended for qualifying service-disabled veteran business owners,” said Special Agent in Charge Gregory Billingsley with the Department of Veterans Affairs Office of Inspector General’s Central Field Office. “We thank the Department of Justice and our law enforcement partners for their joint efforts in this case.”

WhatsApp Targeted Again by NSO-linked Phishing Campaign, Meta Says
A 2025 court injunction barred the Israeli spyware firm NSO Group from targeting WhatsApp users. Meta says the latest phishing campaign has violated that order
Meta, the parent company of Facebook and Whatsapp, said on Tuesday it had thwarted new phishing attempts linked to Israeli spyware maker NSO Group.
In a statement released Monday, Meta said that user reports led its team to uncover efforts tied to NSO to lure users into clicking malicious links. The company did not identify which NSO client was behind the operation or disclose details about the intended targets.
Citing a Meta official, however, The New York Times reported that fewer than 10 WhatsApp users were targeted, primarily in Jordan and Lebanon.
Meta said it identified three malicious domains used in the campaign, including one impersonating France 24, the French state-owned news network.
According to Meta, the operation resembled previous "one-click" phishing campaigns, designed to trick users into clicking malicious links and redirect them to external websites.
The "one-click" is a type of cyberattack in which a single click on a malicious link or attachment is sufficient to compromise a victim's device or account, without requiring them to enter credentials.
In late 2024, a federal U.S. court found that NSO had unlawfully exploited a bug in WhatsApp to install spy software on its users' phones. Months later, a jury ruled that NSO would pay more than $167 million to Meta as compensation. In late 2025, a federal court imposed a permanent injunction ordering NSO to stop targeting WhatsApp users, while also significantly reducing the punitive damages owed to $4 million.
In Monday's statement, Meta said the latest phishing attempt is a violation of that injunction.
"The court was unequivocal: NSO violated federal and state laws against hacking. Today, we're asking the court to hold them in contempt of that order," the statement said.
Meta first sued NSO in 2019, alleging the spyware exploited a WhatsApp vulnerability to hack 1,400 devices. NSO denied the allegations and unsuccessfully argued since 2020 that it was entitled to sovereign immunity, given its state-approved sales to law enforcement and intelligence agencies.
The U.S. Supreme Court declined to review the immunity question, leaving lower court rulings intact that held NSO, not Israel, accountable for misuse of its technology. The ruling, which the company is still fighting against, left NSO and the tech giant locked in legal battles, with the spyware maker caught between the U.S. judicial system and Israel's defense establishment.
While the company is required to cooperate with the lawsuit against it in the U.S., it faces constraints as a regulated entity bound by Israel's strict defense export laws. According to foreign reports, these restrictions limit its ability to comply with court demands for documents and information deemed sensitive by Israel.
