Obama reveals $100 million HIV research initiative
WASHINGTON (AP) - President Barack Obama announced a new initiative at the National Institutes of Health in pursuit of a cure for HIV, saying his administration is redirecting $100 million into the project to find a new generation of therapies.
"The United States should be at the forefront of new discoveries into how to put HIV into long-term remission without requiring lifelong therapies, or better yet, eliminate it completely," Obama said.
Obama made the announcement Monday at a White House event marking World AIDS Day, which was Sunday _ and as health leaders and philanthropists gathered in Washington to determine how to replenish the major global health fund that combats AIDS and two of the world's other leading killers in low-income countries.
Obama pledged that the U.S. would contribute up to $5 billion over the next three years to The Global Fund to Fight AIDS, Tuberculosis and Malaria _ as long as other countries do their part and contribute $10 billion. The U.S. matches contributions to the Geneva-based Global Fund on a 1-to-2 funding ratio set by Congress.
"Don't leave our money on the table," Obama said Monday.
The Global Fund is trying to raise $15 billion to cover its programs from 2014 to 2016. The fund supports HIV therapy for more than 5 million people, as well as treatments for tuberculosis and malaria, and the distribution of insecticide-treated bed nets.
Also Monday,billionaire Bill Gates said he planned to nearly double his foundation's contribution to this next round of the Global Fund, to $500 million. Gates had already pledged $300 million, but told a small group of reporters at the National Institutes of Health that he would match an additional $200 million from private sources in an effort to draw in new donors.
Gates donned a biohazard suit and respirator for a close-up look at how NIH scientists are hunting new therapies for increasingly drug-resistant tuberculosis. He emerged from the laboratory energized about promising candidates _ but with a sober message for policymakers: Defeating global killers like TB and AIDS requires adequate funding of both the delivery of today's treatments and the research required for better ones.
"We're deeply disappointed" in cuts to the NIH's budget, Gates said.
Earlier this year, NIH lost $1.5 billion of its $31 billion budget to automatic spending cuts known as the sequester, after years of budgets that didn't keep up with inflation. NIH is scheduled to lose another $600 million from a second round of sequester cuts set to take effect next month. That in turn limits how much the NIH can devote to different diseases.
"Investing in research has huge paybacks," Gates said.

"We need to use our diplomatic and more traditional intelligence assets to bring pressure on the governments of Qatar and Saudi Arabia," Podesta wrote to Clinton.
He added the two countries were: "providing clandestine financial and logistic support to ISIL and other radical Sunni groups in the region".
The email between the two Democrats showed they wished to shift policy also with regard to Turkey, giving their full backing to Kurdish allies in the region.
"Armed with proper equipment, and working with US advisors, the Peshmerga [Kurdish rebel forces] can attack the ISIL with a coordinated assault," Podesta explained. In the past a deal with Turkish general staff had stopped the US arming Kurdish rebels with heavy weapons.
"The current situation in Iraq, not to mention the political environment in Turkey, makes this policy obsolete," he wrote.
The email with the subject line "Congrats!" is one of a second batch released among 2,086 by the whistleblowing outfit WikiLeaks. The emails were leaked onto the web one week after an initial dump of 2,060 messages and 170 attachments.
WikiLeaks claimed the first publication was only 1% of the total collection. At the second presidential debate, which saw Clinton square off against Republican rival Donald Trump, WikiLeaks was namechecked as playing a key role in the Russian campaign.
"Our intelligence community just came out and said in the last few days that the Kremlin, meaning Putin and the Russian government, are directing the attacks, the hacking of American accounts to influence our election," Clinton said when asked about the WikiLeaks' releases.
Trump has used the leaked emails to attack Clinton and has said he would put in her in jail if he became President over her decision to store confidential material on a private server.

NVIDIA Receives DARPA Contract Worth up to $20 Million for High-Performance Embedded Processor Research
Research Aims to Achieve Radical Advances in Autonomous Vehicle Intelligence With 75-Fold Improvement in Processor Efficiency

SANTA CLARA, CA - NVIDIA has been awarded a contract worth up to $20 million from the Defense Advanced Research Projects Agency (DARPA) to research embedded processor technologies that could lead to dramatic improvements in the ability of autonomous vehicles to collect and process data from on-board sensors.
DARPA is the U.S. Defense Department's research and development arm. The five-year contract, awarded under DARPA's Power Efficiency Revolution For Embedded Computing Technologies (PERFECT) program, will fund research for processors that are 75-times more energy efficient than current embedded solutions. The goal is to enable surveillance and computer vision systems in ground and airborne vehicles to collect and analyze vastly more data than can be processed today in real time.
Existing embedded processors deliver about 1 gigaflops of performance (1 billion floating point operations each second) per watt. The NVIDIA program, known as Project Osprey, will research low-power circuits and extremely efficient architectures and programming systems that enable 75 gigaflops per watt, using process technologies as advanced as 7 nanometer (nm) compared with today's 28-nm process.
"The technologies developed with this program can transform the capabilities of embedded systems, making autonomous vehicles more practical and intelligent," said Steve Keckler, senior director of Architecture Research at NVIDIA. "This research will help NVIDIA continue to advance mobile computing for both government and consumer applications."
Project Osprey will leverage NVIDIA's strengths in heterogeneous computing and parallel processing technology, which enable more efficient processing than traditional CPUs. NVIDIAยฎ processors are used in a wide variety of embedded applications today, including automobiles made by Audi, BMW, Tesla and Lamborghini, aircraft including the F-22 Raptor, and U.S. Army tanks.
NVIDIA researchers will work on the program with academic partners at the University of Utah and the University of Virginia.
Project Osprey, which is now underway, could, combined with two optional additional phases, continue over the next five and one-half years.
