Normies go to college
College has frat and sorority houses. Traditions. Get them young. In order to join you must be hazed. In order to succeed you must haze others.
Those that are willing to harm others for their own gain are successful. After college these houses use their networks to place initiates in paths to leadership and decision making.
Elks clubs. Kiwanis. Lions. Rotary. They all catch the group think normies and shepherd their thoughts towards the perspective of the psychopath.
