an indictment doesnt have to be 10 or more people each. typical yes, nothing is typical about any of this.
BUT, considering the average number of people arrested in the entire USA annually runs about 11mm, that's 30k/day people arrested. getting back to that 500k figure seems rather easy, especially with all the happenings behind the scenes right now.
