Anos, there are at least two kinds of financial aid that the feds provide in case of disaster,
1) FEMA financial is provided directly to citizens who apply for the aid.
2) aid to the state which provides money for the cleanup and rebuilding of city, county and state buildings, roads, etc.
I am not even sure the president has the power to refuse aid.
But, I can say this, if it were known that he did the optics would be VERY bad.
