Some speculation has been floated that Thune is dancing to the tune that Trump is playing with respect to timing of the passage of SAVE America Act.
Without it, the Dems/RINOs/Swampers must proceed along their current cheating pathways. This keeps them predictable.
If the law is passed after all primaries are completed, candidates are locked down and ballots set, THEN SAVE America is passed just before early voting begins, there still wouldn't be time to implement most aspects of the law, but spoiler alert - there isn't time for state to implement some of the structural components if it were passed and signed into law today.
Instead, that gives Trump the latitude to enforce an EO on election security under force of law, with SAVE America having been passed but not fully implemented. Voter ID and some other key portions would be required and the D Party would have no room to pivot.
The end result is that they'd get slaughtered in the midterms.
