They had been very persistant at getting this FISA warrant.
Just suppose:
They used the names of John NoName and every director of intelligence
and had everyone sign on to this
(explains why they still insist that Russia interfered)
So – a judge would have had to dismiss the isworn oaths of too many people.
The pressure surely was being put on them.
It will be interesting to discover what other pressure was put on the FISA court.
Remember Strzok/Page talked about getting into a dinner setting with a judge they knew. So it wasn't instantaneous. It had to be worked.
