Wouldn't put it past him but the problem is the Russians don't understand him and some are truly furious with the U.S. They believe he approved the attack on Putin's location as an assassination attempt when he was talking to Putin, planning to call him back and told him to wait for a quick return call after talking with European visitors when the big multi-drone attack happened
