No they are not. That is the entire problem two branches of government have failed. The system of checks and balances only works if the system is legitimate. The fighting over the 14th is the method of illustrating this corruption as well as the voting issue they fucked up. Congress could do something they should but they are not willing to real in the federal judges under their oversight either. No one is following except for Trump at this point.
