These 448 agencies have been granted the power to make 'regulations' enforce said 'regulations' and penalize violations of same. If you substitute the word 'regulations' for 'law' you see it easily! Trump can now fire any head if they refuse to set 'regulations' according to his agenda. He can fire any head that doesn't enforce or penalize.
