The ABC and SBS are fronting the Bondi Royal Commission amid claims of bias in their coverage of antisemitism and the Middle East conflict.
Hearing block 3, which kicked off last week, focuses on the dissemination of antisemitic content and other forms of hateful speech in the online environment, including traditional media and broadcasting.
Ms Segal has told the commission the ABC ombudsman, who was selected by and reports to the board, means the national broadcaster “mark their own homework”.
The Special Envoy said a fully independent oversight committee should be installed to monitor the ABC.
She said it would embolden confidence within the national broadcaster.
“What harm is there in having an independent committee look at the overall reporting?” she said.
“It doesn’t in anyway detract from their independence, in fact it might give them an extra verification, an extra boost, that what they are doing is absolutely fine, it’s just that it may not be fine.
“I just don’t know how they think they can set the rules, which are their standards, they can review them, which is their internal complaints system, it’s an ombudsman … appointed by the board, reporting to the board.
“They can mark their own homework. They are, with respect, judge, council and jury.”
ABC’s Gavin Fang fronts royal commission to defend national broadcaster
The ABC’s editorial director Gavin Fang is fronting the Bondi Royal Commission to provide testimony on the national broadcaster’s content strategy.
He was appointed to his role in January 2024.
Mr Fang said the ABC has covered a “variety of attacks on Jewish synagogues, graffiti and other incidences of antisemitism”.
The ABC’s editorial director said in his statement the national broadcaster has continuously reported from the Middle East for decades.
Mr Fang told the commission that the ABC’s coverage “scaled up or down” depending on the need of reporting and reallocated resources to ensure adequate coverage.
