As for Russia and Ukraine, maybe give Putin an opportunity to make a peace deal and use those Patriot missiles as a bargaining chip, where instead of allowing Ukraine to build them, offer them 100 for defense if Russia agrees to the following. Ukraine has long range drones and ballistics now which can hit Moscow already. If they produce unlimited patriot missiles internally then Russia faces a threat where Ukraine can shoot down their missiles and hit with long range weapons putting Russia in a compromised position. As part of a peace deal, if both sides gave up some territory, it would allow them both to save face due to mass casualties that both incurred. Split Crimea into 3 parts, Ukraine to the West, US in the middle, and Russia to the east. These are vital ports that can benefit all. In exchange for Russia giving up 2/3rds of Crimea, let them have Odessa, which a good portion was filled with an equal amount of Russian loyalists. Ukraine stays mainly intact, a win for Zelinsky, Russia gets some land for their loses, and the US gets a port for rare earth minerals to use and as a peace keeper. Two other parts, Ukraine must maintain a defensive stockpile and no NATO membership, and Ukraine must give up all the biolabs, which both will cost them virtually nothing and will give Russia it's security guarantees at the same time. Split the rare earth fortune with Ukraine at 50%, until they pay back our $500 billion, and when that is satisfied, give them 100%. The US should maintain the Crimea port permanently to maintain lasting peace. Everyone should be happy, because all security concerns have been met. Feel free to alter the work flow as you see fit in order to guarantee security for all. Upon agreement to this proposal, all hostilities should stop and a cease fire should be agreed upon.
