Federal judge dismisses suit over literacy rights in Detroit
A federal judge has dismissed an unprecedented civil lawsuit filed on behalf of Detroit students fighting to establish literacy is a U.S. constitutional right.
In the suit filed in 2016 through a California public interest law firm, the youths alleged the conditions of their schools are so poor and inadequate they had not received the best education and were denied access to literacy on account of their races, violating their rights under the due process and equal protection clauses of the 14th Amendment.
But attorneys for Gov. Rick Snyder and state education officials have said no fundamental right to literacy exists for Detroit schoolchildren. The lawyers had asked the judge to reject what they have called an “attempt to destroy the American tradition of democratic control of schools.”
The state asked U.S. District Judge Stephen J. Murphy III to dismiss the case, saying the U.S. Supreme Court and Michigan courts do recognize the importance of literacy, but reject claims it is a legal right.
On Friday, Murphy stressed that the due process clause doesn't require Michigan to provide access to minimally adequate education.
"In other words, access to literacy is not a fundamental right — at least not in the positive-right sense," the judge wrote. "Accordingly, the State's alleged failure to provide literacy access to Plaintiffs fails to state an equal protection claim on the basis of burdening a fundamental right."

Rand Paul says ‘big mistake’ not to have dialogue with Moscow, invites Russian MPs to DC
US senator Rand Paul called for increased dialogue with Moscow and invited a delegation of Russian lawmakers to Washington DC during the Republican’s visit to the Russian capital on Monday.
Paul announced that he had “invited members of the foreign affairs committee of Russia to come to the United States to meet with us in Washington,” after meeting with Konstantin Kosachev, chairman of the foreign affairs committee in Russia’s upper house. The two sides are hoping to organize a meeting in a neutral, third country, the Kentucky lawmaker told reporters.
Marking the second US congressional delegation to Moscow in a month – Senator Richard Shelby and a group of US lawmakers held talks with senior Russian officials in July – Paul said that part of the purpose of his trip was to promote greater dialogue between Moscow and Washington.
“The world is a complicated place, we are in close proximity to Russia in Syria and other places, and I think it would be a very big mistake not to have open lines of communication,” Paul said, adding that the purpose of his trip was in part “to say that we need to have dialogue,” including “more cultural exchange, more exchange between our legislative bodies, more open lines of communication."
“I’ve traveled here to say that there are many Americans who want to have diplomacy, that want to have engagement, I’m one of them,” he added.
Kosachev said that while no plans have been finalized, “certain specific subjects in the development of this co-operation” had been addressed during Paul’s visit, adding that he hoped a meeting between the Senate and the Federation Council Committee on International Affairs could be held before the end of the year.
Paul is also slated to meet with Russian Deputy Foreign Minister Sergey Ryabkov.
The Kentucky senator has been an outspoken proponent for engagement with Moscow who voiced support for Donald Trump’s decision to meet with Russian President Vladimir Putin in Helsinki last month. Paul said last week that his goal in coming to Moscow was to find “common ground with [Russian] leaders and help prevent further, unnecessary escalation of tensions.”

2 dead, at least 55 injured in massive highway explosion in Bologna (PHOTOS, VIDEOS)
Two people have died and at least 55 others are injured following an enormous explosion on a highway in Bologna, Italy, according to the ANSA news outlet.
The explosion was heard just before 2pm in the Borgo Panigale area, on the outskirts of the city. There are differing reports regarding the number of people casualties. The Rai news outlet is reporting that as many as 100 people are injured. At least 14 of the injured are in a serious condition.
The blast happened after a truck carrying flammable liquids was involved in a crash with other vehicles. The police shared video footage showing that a large section of the road collapsed following the incident.

The fire then spread to a carpark beneath the overpass, where several other vehicles caught fire and exploded. Several blasts were heard over the course of nearly 10 minutes.
Video footage from the scene shows huge columns of billowing into the air following the blast. Several social media users captured footage of the massive explosion which showed an enormous fireball bursting into the sky.
The explosion was caught on film and posted on Instagram by Bologna resident Michele Palma. It shows a dark column of smoke quickly followed by a violent eruption of flames seemingly filling the entire adjacent street.

According to Carter, church officials requested that he delay his announcement of resignation and soldier on with his church duties “until the leadership determined how to make the decision public.”
“At this point, however, I cannot, in good conscience, appear before you as your Lead Teaching Pastor when my soul is so at odds with the institution,” Carter admitted, expressing his desire to be able to meet with the church’s congregants personally and on an individual basis in order to thank them for the time he was able to spend with them.
“… It would be misleading of me to stand on that stage as if presenting a unified front,” he explained of his decision to simply leave. “I defer to the wisdom of the leadership of this church, so I must stand aside.”
Carter closed his posting by thanking the church’s congregation, staff, and supporters.

Man who was arrested for threatening Steve Scalise’s family found with ammo cache, bomb-making books
More than one year after he was nearly killed while practicing for the annual congressional charity baseball game, House Majority Whip Steve Scalise (R-La.) faced another threat on his life — and the lives of his children.
Fortunately, authorities moved quickly to arrest the man allegedly behind the threats, Carlos Bayon, charging him with interstate communication of a threat and threatening to kill two members of Congress; he also threatened Rep. Cathy McMorris Rodgers (R-Wash.).
Now, law enforcement has revealed what they discovered in the 63-year-old’s home — which they’re presenting as evidence that his threats were serious.
What did police find?
While upstate New York law enforcement has yet to divulge the evidence against Bayon, an affidavit filed in federal court in Buffalo last week included an itemized list of evidence investigators said they found in Bayon’s home.
Among the items found were 150 rounds of 7.62-millimeter rifle ammunition, which is used in rifles like the AR-10 and AK-47, and 50 rounds of shotgun ammunition, according to NOLA.com.
Still, investigators did not locate any firearms. They did, however, find purchase receipts for an SKS rifle and a revolver.
In addition, investigators located more than a dozen books on firearms and bomb making. Some of the titles included: “Middle Eastern Terrorist Bomb Designs,” “CIA field manual for explosive prep,” and “How to build practical firearm suppressors.”
The items were discovered Wednesday when police executed a search warrant on his residence following his arrest.
Bayon faces up to 10 years in prison for his threats against Scalise and Rodgers and an additional five years for communicating threats across state lines.

Following Bayon’s arrest last week, Scalise spokeswoman Lauren Fine, said:
Whip Scalise is grateful to law enforcement for their actions. He will never forget how their heroism saved his life and those of his colleagues last year. As he has said before, there is absolutely no place in our political discourse for violent threats.
Scalise is the third-ranking Republican in the House, behind House Speaker Paul Ryan (R-Wis.) and House Majority Leader Kevin McCarthy (R-Calif.). Scalise is widely believed to be a favorite for the speaker’s position after Ryan retires this year.

U.S. Deploys Special Forces Troops In Western Afghanistan
Troops of the US Special Forces have been deployed in the western Afghan province of Farah bordering with Iran, a spokesman fro the Afghan Defense Ministry Mohammad Radmanish said on August 5.
According to the military official, the US Special Forces will traing Afghan troops there and will not participate in combat operations in the area.
No further details were provided.
Since US President Donald Trump took his office, the number of US troops deployed in Afghanistan has significantly increased: 8,500 in early 2017 to 14,000 in earliy 2018.
Despite this, the US-led bloc and its allied Afghan government have still been unable to achieve any signficant progress in combating the Taliban.
Deployment of the US troops in the province of Farah is another attempt by the US military to set conditions for operations of the US-backed force against the Taliban in this part of the country.
