LAPD is twisting arms in a contract negotiation with Flock. It's a tiny step in the right direction, but the fact is, the headline's misleading - LAPD isn't planning to dump Flock, they're only asking for a little bit of privacy (and Flock's resisting even this gesture).

A settlement is better than nothing, but I'd have preferred a precedent-setting judgement/verdict. Deere chose to settle so they could continue shafting their customers in ways not specified in the settlement.
