It operated through Swiss banks under the Banking Act of 1934. It operated through Argentine banks through the ratlines. It operates right now through Cambodian scam compounds and UAE shell companies and Venezuelan oil-for-gold swaps and North Korean crypto hackers and Chinese OTC desks.
Those are all different countries. Different governments. Different ideologies. Different religions. Different languages. Capitalist, communist, fascist, theocratic, democratic, authoritarian the network doesn't care. It has never cared. It used Morgan when Morgan was useful. It used the Bolsheviks when the Bolsheviks were useful. Sutton documented Wall Street funding both sides of the Russian Revolution and both sides of Hitler's rise. DuPont and General Motors tooling Nazi Germany while DuPont sat on the board of the American Liberty League pretending to fight fascism at home. The same men at the same address funding FDR and plotting to control FDR simultaneously.
The network class has no flag. That's the point. The moment you give it a flag the moment you say it's America, or it's the Jews, or it's Europe, or it's China you've lost. Because now you're fighting a country instead of fighting the plumbing. And the plumbing runs through every country. That's what makes it transnational. It's not international, which means between nations. It's transnational, which means through nations. Nations are the pipes. The network is the water. And the borders, the flags, the national identities those are the valves.
