Yes, most of the initial suspensions is done by mass spamming reports. But it takes only a few 'quality' (left-leaning) accounts, or 1 bluecheck to trigger an action. I suspect that low quality accounts (QFD filter) can not trigger a report action, no matter the quantity of reports coming from low quality accounts.

Shadowbanning (QFD filter) isn't just to limit your reach, but it drastically reduces your functionality. low quality (QFD filtered) accounts (all conservatives) can't trigger a suspension of a high quality (left leaning) account.
