DARPA outlined the proposal in Broad Agency Announcement HR001118S0023 for a program known as ECHO (Epigenetic CHaracterization and Observation).

 

DARPA proposed accomplishing this by comparing purported changes inside the person's own biology against a government-built reference library and algorithmically identifying both the alleged threat and when the exposure supposedly occurred.

 

Viewed alongside DARPA's broader pandemic-era research portfolio, the proposal also raises a larger question explored by this publication's In Silico Theory: as governments increasingly replace direct observation with computational models, reference libraries, and algorithmic determinations, where does objective evidence end and computer-generated conclusions begin?

 

It also raises an immediate practical question.

 

If an algorithm operating on a government-controlled reference library determines that someone was exposed to a dangerous biological or chemical threat without physical evidence, what meaningful mechanism exists for independently verifying - or successfully challenging - that determination?

Investigators have accused the former acting director of the Kiev-based Burevestnik plant, Aleksandr Plotnikov, and three employees of organizing the destruction of the state enterprise while it was awaiting privatization.

 

Equipment was allegedly dismantled, cut up, loaded onto trucks, and taken to scrap yards, costing the state millions.

 

Since the Ukraine conflict escalated in 2022, Plotnikov allegedly became the effective owner of six undeclared vehicles, including a Lamborghini Murcielago, BMW M8, Mercedes-Benz CLS-Class, and Audi RS7, worth well over $400,000.

 

The cars were registered to relatives and associates but were allegedly owned and used by Plotnikov, investigators said. His financial declarations for 2024 and 2025 reportedly omitted assets and income worth almost 25 million hryvnia ($550,000).

 

Plotnikov and the plant’s chief engineer had previously been accused of taking bribes to hand over warehouse space without official rental agreements, allegedly costing the company another 5.7 million hryvnia ($127,000). Continue…

The White House is withholding $400 million in military aid for Kiev approved by Congress, US Senator Dick Durbin has said. The funding, allocated by lawmakers in January, will not be available until at least 2029, Durbin said during a hearing on Wednesday.

 

The money is part of the Ukraine Security Assistance Initiative (USAI), a Pentagon-led program in which Ukraine receives training, equipment, and advisory assistance from the US.

 

According to Durbin, the package has yet to reach Kiev and has so far “bounced back and forth.” On Wednesday, he said the administration of President Donald Trump “informed us that the money will not be available in many aspects until the next president is in office.”

 

“The payment plan tells us to be prepared to spend that money in fiscal year 2029,” he said while questioning Chairman of the Joint Chiefs of Staff General Dan Caine.

According to the report, a review is being conducted to evaluate the agent's activities, however, it is not clear if criminal charges will be brought with respect to the agent accused of leaking to the press. The agent has been accused of leaking to MS NOW about how agents are supposedly "fed up" with the amount of personal travel for Vance and his family. The report included agents complaining about how they had to take Vance's son to a golf lesson on a helicopter that was canceled last minute over the weather.

 

The report said that agents have become "fed up" with Vance's last-minute travel demands, leading them to cancel days off and other plans to help the Vice President and his family—which is part of doing the job as a Secret Service agent. The article comes about as the Vances have also welcomed a fourth child into their family, something that is bound to create change within any household.

 

Secret Service Chief of Communications Anthony Guglielmi confirmed the probe. "A member of the Vice Presidential Protective Division is the subject of an administrative investigation, and potential criminal inquiry, involving allegations of compromising operational and information security. While we will not comment on the specifics of this matter, one principle is unequivocal: any conduct that undermines the trust and confidence between a protectee and their protective detail is fundamentally incompatible with our mission and will not be tolerated."

140-year-old Buffalo Christian church torched in suspected arson attack

Officials have determined that the latest fire at Buffalo's former St. Ann's Church was intentionally set, marking the third fire at the historic property this year.

 

According to WIVB, fire crews responded to the former church on Emslie Street at approximately 5:45 pm Tuesday, bringing the three-alarm fire under control. Investigators later ruled the blaze was arson. The fire came just four days after another three-alarm blaze at the church and follows a four-alarm fire in January that caused an estimated $600,000 in damage to the former St. Ann's School building on the same property.

 

Following last Friday's fire, Buffalo Fire Commissioner Daniel Pizarro said investigators believed there was a human element involved because the abandoned building had no electrical or gas service. He also said firefighters had repeatedly encountered squatters inside the structure and found a makeshift bed near where the fire started. At the time, officials said persons of interest had been seen leaving the area but had not yet concluded the blaze was arson.

The Justice Centre for Constitutional Freedoms says it is receiving reports that some Canadians have been contacted at their homes by government officials over social media posts made months or even years earlier, following the passage of Canada's new hate speech legislation.

 

The organization said the reports come after Parliament passed Bill C-9, the Combatting Hate Act, which expands Canada's hate speech laws by creating new offences, increasing penalties, and removing certain legal safeguards that previously limited prosecutions for hate-related expression. The group said Canadians who are contacted by government officials over online posts should consider recording the interaction.

 

"If you believe your rights have been infringed or that you have been unfairly targeted, we encourage you to submit a case application through the Justice Centre's online portal," the organization said.

 

The Justice Centre provides legal representation to Canadians who believe their constitutional rights or freedoms have been violated by federal, provincial, or municipal governments or government entities, including universities, human rights commissions, professional associations, and public school boards. Two Men Allegedly Linked to MS-13 Charged in Southern Ontario Human Trafficking Case

Two suspected members of the transnational criminal organization MS-13 are facing human trafficking charges after police allege they trafficked and sexually exploited a victim across the Greater Toronto Area.

 

The charges come as a result of a months-long investigation by Peel Regional Police known as Project Mermaid.

 

The probe began last November when one of the suspects, who is currently serving a lengthy sentence at a Kingston, Ont., prison, allegedly used an “unauthorized” cellphone to contact his co-defendant and the victim, police said in a press release.

 

Police did not say how the prisoner accessed the mobile device and Correctional Services Canada (CSC) said in an email that “unauthorized items—such as drugs and cellphones—are routinely seized by staff.”

 

Officers executed four search warrants in the Mississauga and Collingwood areas in connection with Project Mermaid and laid charges against two men.

 

“Investigators allege the two men used intimidation, manipulation, and threats of violence to control the victim while financially benefiting from her exploitation,” police said. Continue…

Man Pleads Guilty to Human Smuggling at Canada-US Border

A Puerto Rican man pleaded guilty in a Vermont court this week to bringing migrants into the United States across the Canada-U.S. border for financial gain.

 

Jesus Hernandez Ortiz, 38, was added to an encrypted chat platform that coordinated drivers for the pick-up of migrants illegally crossing into the United States from Canada, the U.S. Department of Justice said in a press release.

 

Hernandez Ortiz rented a van in New Jersey in September 2023 and drove to an agreed-upon location in Vermont, where he picked up a group of 12 people that included two children, the justice department said. The group had just crossed from Canada and were expected to pay Ortiz $400 per person to take them to New York City.

 

The justice department did not say the exact location where the illegal immigrants crossed the border but indicated it occurred within the Swanton Sector, which spans 295 miles of the international border east of the Great Lakes, and borders Ontario and Quebec.

 

Hernandez Ortiz and a co-conspirator, Francisco Antonio Luna Rosado, were arrested in January.

 

Hernandez Ortiz pleaded guilty on July 22 to one count of conspiracy to bring people into the United States and one count of illegally bringing people to the United States. He is set to be sentenced in the coming months. Continue…

Ontario authorities have seized nearly 1.7 tonnes of illegal drugs with an estimated street value exceeding $139 million in one of Ontario’s largest single-investigation drug busts by weight.

 

Project Bay, a multi-jurisdictional cross-border investigation, targeted an mainly South Asian organized criminal network that allegedly used brokers within the commercial trucking industry to import and traffic drugs across the Canada-U.S. border concealed in legitimate cargo shipments.

 

Many in the gang have already been released on bail.

 

Investigators recovered 973 kg of suspected cocaine, 660 kg of suspected methamphetamine, 49 kg of suspected opium, 230 oxycodone tablets, 17 firearms (including a Lahti L-39 anti-tank rifle), ammunition, prohibited weapons and devices, cash, high-end jewellery, money counting machines, dozens of cell phones and laptops, and one offence-related vehicle.

 

The probe began in January 2025 when the Windsor Police Service launched a drug trafficking investigation. The Canada Border Services Agency joined the following month.

 

Ontario Provincial Police provided significant support through border enforcement task forces, with assistance from Toronto Police Service, Peel Regional Police, U.S. Homeland Security Investigations and the Drug Enforcement Administration.

 

More than 20 search warrants were executed across Windsor, the GTA and surrounding areas between late June and mid-July 2026.

 

The recovery of a military-grade Lahti L-39 anti-tank rifle alongside the drugs is particularly alarming. Canada’s military has faced repeated warnings about being underequipped, with chronic shortages in personnel, modern weapons systems and basic readiness.

 

Yet heavily armed criminal networks operating inside the country now possess anti-armour capability that outclasses some standard issue equipment available to Canadian Forces members.

 

While overall this bust is a clear success for law enforcement, such operations underscore the resources required to maintain border integrity and public safety in Ontario.

 

Twenty-one individuals now face 104 charges under the Criminal Code and the Controlled Drugs and Substances Act. Nineteen have been arrested, with warrants outstanding for two others. The OPP’s Provincial Asset Forfeiture Unit is pursuing proceeds of crime.

 

The Canada Border Services Agency described the operation as “one of the largest drug busts by weight in Ontario,” noting the strong collaboration between agencies.

 

Investigators believe the cocaine originated primarily from international networks, while much of the methamphetamine came from both domestic labs and foreign suppliers. The probe remains active.

 

The scale of the bust highlights ongoing weaknesses in commercial cross-border supply chains and the challenges of policing sophisticated organized crime networks.

The District of Tobique Valley has ended its longstanding practice of opening council meetings with the Lord's Prayer after a national humanist organization threatened legal action.

 

Mayor Aaron Jones announced the change at the start of Monday night's council meeting, replacing the customary prayer with a prepared statement.

 

"After careful consideration, the council of the District of Tobique Valley, in consultation with our legal counsel, has decided to no longer recite the Lord's Prayer at the opening of council meetings," Jones told those in attendance.

 

Jones said the decision followed legal advice and was made to comply with the Supreme Court of Canada's 2015 decision in Mouvement laïque québécois v. Saguenay. In that ruling, the court found that prayers at municipal council meetings violate a municipality's duty of religious neutrality and infringe on the Charter's protections for freedom of conscience and religion.

 

The change came after the BC Humanist Association threatened legal action on behalf of local residents Carol Marsh and Brian Vincent, who objected to the practice. The organization gave the municipality until July 10 to respond before referring the matter for legal review.

 

The Lord's Prayer had traditionally been recited at the beginning of council meetings in the community. Monday's meeting marked the first time council opened without it.

 

The decision follows the Supreme Court's guidance that government bodies must remain religiously neutral and avoid practices that could be seen as endorsing a particular faith.
