White House counterterrorism adviser John Brennan said the material to be secured under the deal is precisely what groups like al Qaeda have been trying to buy in recent years.

“Al Qaeda has been trying to procure these materials on the open market and with criminal syndicates,” Brennan said. “The evidence is strong. The track record is demonstrated.”

Ukrainian officials told CNN that the nuclear material would be sent back to Russia. However, Gibbs said it has not been decided precisely who will take Ukraine’s highly-enriched uranium, nor could he say how much the U.S. would contribute to the effort.
