OLYMPIA, Wash. — Washington Attorney General Nick Brown and a coalition of states sued the U.S. Department of Homeland Security and the Federal Emergency Management Agency today, arguing the agencies are unlawfully attaching political conditions to billions of dollars in federal counterterrorism and emergency preparedness funding.
