It seems to this anon, that if someone starts yelling ‘Allahu Akbar' in a public place, it should be grounds to assume they're about to commit a terrorist act and therefore subdue them preemptively.

That's understandable and probably acceptable, but there was an entire field of them that was broken up by sustained 130 mph winds in an area known for strong sustained winds. You'd think they would build them so they could either sustain that or somehow stow.
