The top Russian and US diplomats met in person for the first time since September 2025

Russian Foreign Minister Sergey Lavrov and US Secretary of State Marco Rubio met on Thursday on the sidelines of the ASEAN summit in Manila, Philippines.

 

The two diplomats did not make any statements or take questions from reporters before or after the meeting, which lasted around 35 minutes due to a tight schedule. It marked their first in-person talks since September 2025.

 

Foreign Ministryspokeswoman Maria Zakharova stated after the meeting that the talks focused on bilateral relations and major international issues, including the Ukraine conflict and the situation in the Persian Gulf.

 

While discussing the Ukraine crisis, she saidLavrov briefed Rubio on the “real state of affairs”along the front line, warned against further arms deliveries to Kiev, andaccused European countries of pursuing a destabilizing policy aimed at inflicting a “strategic defeat” on Russia.

 

Lavrov also reaffirmed Moscow’s readiness for a diplomatic settlement and its commitment to the US proposals accepted by President Vladimir Putin at the summit in Anchorage, Alaska last year, she said.

 

Zakharova stated that the two diplomats alsowelcomed the resumption of full-fledged contacts between Russia’s state spaceagency Roscosmos and NASA and supported expanding parliamentary and cultural exchanges.They discussed improving conditions for Russian and US diplomatic missions and agreed to maintain contacts between their foreign ministries, including through international organizations.

 

Speaking to reporters after the meeting,Rubio described the talks as a “good” and “frank” conversation, and stated that theUS remains prepared to “play a constructive role in bringing about an end to a senseless war.”

 

However, he noted that the Anchorage proposals referenced by the Russian side were no longer viable because Kiev had rejected themand that a peace agreement could only work if both sides accepted it.

 

He said any eventual settlement would therefore require “new ideas and new concepts,” adding that Washington remains ready to put forward fresh proposals and play a constructive role if the circumstances are right.

 

The Kremlin, meanwhile, cautioned against reading too much into the meeting. Spokesman Dmitry Peskov said continued contacts were “positive” but did not yet amount to “new momentum” or an acceleration in the talks.

 

He added that Moscow remained in dialogue with Washington through existing channels andhoped face-to-face discussions would continue once US negotiators were available to travel to the Russian capital.

 

Zakharova previously noted thatthe meeting had been requested by the American side. It was widely seen as an attempt by Rubio to revive peace negotiations for the Russia-Ukraine conflict, which President Donald Trump has sought to mediate since returning to the White House early last year.

 

Although initially promising, the talks have so far failed to produce any breakthroughs and have largely stalled since the US became embroiled in the war in the Middle East.

 

Moscow has praised Trump’s efforts while largely blaming Ukraine’s European backers for trying to sabotage the negotiations. Earlier this month, Lavrov argued that the West is not seeking a settlement in good faith, adding that “the reserve of goodwill and hope has been exhausted.”

 

President Vladimir Putin affirmed last month that Russia is sticking to its original terms, including demands that Ukraine recognize Russia’s new borders and abandon its plans to join NATO in favor of permanent neutrality.

US withholding $400 million in Ukraine military aid – senator

The White House is withholding $400 million in military aid for Kiev approved by Congress, US Senator Dick Durbin has said.The funding, allocated by lawmakers in January, will not be available until at least 2029, Durbin said during a hearing on Wednesday.

 

The money is part of the Ukraine Security Assistance Initiative (USAI), a Pentagon-led program in which Ukraine receives training, equipment, and advisory assistance from the US.

 

According to Durbin, the package has yet to reach Kiev and has so far “bounced back and forth.” On Wednesday, he said the administration of President Donald Trump “informed us that the money will not be available in many aspects until the next president is in office.”

 

The payment plan tells us to be prepared to spend that money in fiscal year 2029,” he said while questioning Chairman of the Joint Chiefs of Staff General Dan Caine.

 

Caine replied that he was unaware of the delay andtold the senator to raise the matter with the “civilian leaders.”

 

The White House has not made an official statement regarding the fate of the package. Last month, Durbin asked Secretary of State MarcoRubio about the issue, who said the funding was going through “interagency processes” and that he expected news of its release “shortly.”

 

In March, the Washington Post reported that the US government could have diverted the money allocated for Ukraine to replenish military stockpiles depleted during the war with Iran.

 

Senator Mitch McConnell wrote an op-ed in the Washington Post a month later,complaining that the $400 million in Ukraine aid approved by Congress was “now collecting dust at the Pentagon.”

 

On Wednesday, Durbin said he met with Ukrainian leader Vladimir Zelensky on the sidelines of the NATO summit in Ankara earlier this month. According to the senator,Zelensky was “very explicit in terms of what he needed” in the conflict with Russia.

 

Trump has criticized his predecessor, Joe Biden, for his unconditional support for Ukraine and saidany future US military aid should be paid for by Kiev’s European backers.

 

Zelensky has repeatedly blamed the West for weapons shortages and delays in deliveries for Ukraine’s setbacks on the battlefield. Moscow has maintained that foreign military aid only serves to escalate the conflict and will not prevent Russia from achieving its military objectives.

A white van drove into a crowd of the alphabet supporters at the big gay pride event in Berlin, Germany.At least one person is killed with many more reported as injured. Police are looking for the suspect who drove away.

 

• Berlin AP — A van slammed into people gathered for Berlin’s famed LGBTQ+ event on Saturday, killing one person, injuring at least 15 others and prompting police to call off the celebrations and a concert in the German capital hours after they had begun.

 

• Police said some of the victims had life-threatening injuries. Firefighters, ambulances and event emergency staffers were attending to the victims.

 

• In a post on X,police called on everyone to leave the site of the event immediately. According to police, a white van had driven into the Tiergarten park, which is next to the route that the pride march had passed along earlier, and hit several people before colliding with a tree. The last few weeks have been a tidal wave of weird and sketchy stuff that indicates some form of NATO intelligence operation is underway.

A few days later, Zelenskyy fires the young Defense Minister responsible for the recent success of the modern Ukraine drone program; then following public backlash fires the Commanding General of the militarywhile simultaneously proclaiming everything was awesome.
