welcome to post-human reality;

Gemini:

This image is a handwritten note purportedly from a briefing or meeting involving then-FBI Director James Comey, dated August 3, 2016 (though the "9/26/16" notation at the top suggests a filing or archival date).

The note contains shorthand references to sensitive political and intelligence topics from that period:

"JB - we have CIA": Likely references then-FBI Deputy Director Andrew McCabe or another official, noting intelligence received from the CIA regarding Russian interference.

"uncercmine HRC" / "conducive into system": Appears to be shorthand for "undermine Hillary Rodham Clinton" and concerns about intelligence regarding Russian efforts to infiltrate or influence the U.S. election system.

"HRC plan to hit Trump": This line, highlighted by the red box in your image, refers to an intelligence report about a plan allegedly approved by Hillary Clinton to stir up a scandal against Donald Trump by tying him to Vladimir Putin and the Russian hacking of the DNC.

"Trump Finance - debts to Moscow": Mentions inquiries or intelligence regarding then-candidate Donald Trump’s financial ties to Russia.

"Journalists(s) saying Washington Post/I mentioned NY Times": Refers to the media reporting on these sensitive intelligence matters.

"Do you see a pattern to the intrusions/areas of state voter databases": The circled section at the bottom pertains to the investigation into the targeting of state voter registration databases by foreign actors.

This document was released publicly in 2018 as part of the declassification process related to the investigation into the origins of the FBI’s Russia inquiry.
